Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for the USDA Forest Service Paisley District Office and the District Fire Office and Warehouse Bathroom, ensuring a clean and inviting appearance for employees and customers.

Services are to be performed twice weekly: on Wednesdays after 4:30 PM and either Saturday or Sunday when buildings are closed.

Restrooms:

• Cleaned twice weekly.
• Fixtures, surfaces, and partitions to be free of dust, mold, mildew, streaks, rust, and encrustation.
• Urinals/bowls to be cleaned thoroughly, including under the rim. Acids and strong alkalis are prohibited.
• Partitions, doors, vents, sills, and walls to be free of dust, dirt, and graffiti.
• Restroom supplies (paper towels, toilet paper, liquid hand soap) to be replenished as needed.
• Waste receptacles to be emptied, lined, and kept clean.
• Flooring, base molding, and walls to be damp mopped with disinfectant cleaner.

Office Space (Main Office, District Fire Cache):

• Free of dust, dirt, debris, carpet stains (excluding existing), trash, streaks, and smudges.
• Horizontal surfaces less than 70 inches high to be clean.
• Contractor employees are prohibited from disturbing papers, opening drawers/cabinets, or using office equipment.
• Trash to be collected and disposed of in government-provided dumpster; containers to be lined and kept clean.
• Carpets and rugs to be vacuumed and spot cleaned as needed, free of spots, stains, dirt, debris, gum, and crusted material. Drying within 24 hours is required.
• Non-carpeted floors to be free of debris, grime, and grease.

Main Lobby, Entrance Ways, Porches, Access Walks, Hallways:

• Similar cleaning standards as office space, focusing on appearance of cleanliness.
• Includes dusting of surfaces up to 70 inches high.
• Windows/glass to be cleaned inside and out, free of dirt, dust, grime, streaks, cloudiness, and smudges.
• Exterior ashtrays and walkways to be kept clear.

Drinking Fountain:

• To be kept free of dirt, stains, watermarks, and debris. To be sanitized and present a luster appearance.

High Cleaning Surfaces (above 70 inches):

• To be cleaned monthly, free of dust and cobwebs.

"Kitchen" Area & Utility Sink:

• Surfaces to be cleaned twice weekly with disinfectant cleaner.
• Floors to be damp mopped with disinfectant cleaner.

Carpet Cleaning and Floor Surfaces:

• Carpets to be shampooed typically twice yearly.
• Non-carpeted floors to be stripped and refinished quarterly (cement floors not waxed).

Exterior and Interior Window Cleaning:

• Performed typically three times yearly for both exterior and interior windows.

• Fixtures to be free of smudges, marks, spots, or discoloration.

• Toilet bowls and urinals to be de-scaled and free of stains.

• Floors to be free of visible dirt, streaks, scuff marks, etc.

• Surfaces to be left dry after wet cleaning.

• Government will inspect restrooms randomly; deficiencies must be corrected within one day of notification.

• Location: 303 Hwy 31, Paisley, OR 97636 (Paisley District Office and District Fire Office and Warehouse Bathroom).

• Frequency: Two times weekly (Wednesday after 4:30 PM and one weekend day).

• Use of disinfectant cleaners.

• Replenishment of restroom supplies.

• Prohibition of disturbing office contents or equipment.

• Specific cleaning methods and frequency for carpets and floors.

• Window cleaning frequency and standards.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for Paisley RD Janitorial Service. The services will be performed at the Paisley District Office and the District Fire Office and Warehouse Bathroom at 303 Hwy 31, Paisley OR, 97636. The goal is to provide a clean and inviting appearance to the USDA Forest Service Offices for customers and employees.

• Janitorial services for the Divide Ranger District Office.

• Services to be performed two (2) times weekly: Wednesday after 4:30 PM and either Saturday or Sunday while buildings are closed.

• Services will be billed monthly; prior approval needed for increased frequency.

• See Attachment 1 (Performance Work Statement) and Attachment 4 (Schedule of Items) for detailed requirements.

• Contract type: Firm-fixed price.

• Period of Performance:

  • Base Year: Date of Award - March 8, 2027
  • Option Year 1: March 9, 2027 - March 8, 2028
