Statement of Work (SOW) / Performance Work Statement (PWS)

To protect the equipment capability and investment by removing causes of failure, performing routine maintenance, and providing adjustments for normal wear on the PANalytical ZETIUM WDXRF Spectrometer.

• Provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation, and inspection manuals for annual Preventive Maintenance (PM).

• Perform two (2) PMs per year on each listed equipment item.

• Services include:

  • 48-hour on-site response time during normal business hours.
  • Unlimited emergency calls.
  • Unlimited labor and travel when phone support fails to resolve an instrument problem.
  • Phone technical support.

• Specific PM tasks include:

  • Cleaning the instrument
  • Topping the cooling water system
  • Replacing vacuum pump oil
  • Maintaining detector gas flow and helium flush gas systems
  • Greasing loading cap unit
  • Replacing suction filters
  • Cleaning vacuum pump membranes
  • Cleaning dust removal device
  • Cleaning/replacing x-ray tube integrated filter
  • Checking CPU battery
  • Flow detector PHD check
  • Changing primary water filter
  • Replacing O-ring between x-ray tube and optical path
  • Scintillation detector check, duplex detector check, and x-ray safety checks.
  • Checking mechanical movement times.
  • Quantifying goniometer precision and accuracy.

• Perform all PMs in accordance with Original Equipment Manufacturer (OEM) specifications.

• Provide a copy of the PM schedule to the Government Point of Contact (GPOC) within 10 business days after contract award.

• Notify the GPOC 7 business days prior to each scheduled PM visit.

• Upon occurrence of equipment malfunction, technician shall arrive on site within 2 business days (or 5 if overseas).

• Provide a written Estimate Repair Report to the GPOC within 1 business day after inspection completion.

• Provide a draft, written Service Report to the SME immediately upon maintenance completion.

• Provide a final service report within 5 business days to the GPOC.

• Contract period: One (1) Base Year with two (2) Option Years.

• Location: Oklahoma City–Air Logistics Complex (OC-ALC) at Tinker AFB.

• Work hours: Monday through Friday, 6:30a – 2:30p (excluding Federal Holidays, base closures).

• Contractor must comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health.

• Compliance with Tinker AFB Supplement to Air Force Manual (DAFMAN) 32-7002, “Environmental Compliance and Pollution Prevention”, and other related procedures.

• Handling of Hazardous Material (HAZMAT) and Hazardous Waste (HAZWASTE) according to specified procedures, including certification if none will be used or generated.

• Safety Data Sheet (SDS) and labeling requirements for chemicals.

• Spill reporting procedures.

• Environmental training requirements (RCRA, etc.).

• Compliance with security and OPSEC briefings.

• Foreign Object Damage (FOD) and Dropped Object Prevention training and certification.

• Tool control and accountability.

• Compliance with regulations for Privately Owned Vehicles (POV).

• Visitors Pass procedures.

• Foreign National procedures.

• ISO 50001 Energy Management System training.

• Safety and Health Plan submission.

• Combating Trafficking in Persons policy adherence.

• Emergency procedures.
