  • Phase II (Technical Volume/PWS and Oral Presentation): Due by 12:30 pm EST on March 23, 2026. Oral presentations are scheduled for March 26, 2026, and/or TBD.

  • Evaluation Factors: Award will be made on a best value basis, considering:
    1. Demonstrated Prior Corporate Experience and Past Performance (most important).
