This is the active solicitation for the Parts and Repair Ordering System 7 (PROS 7). PROS 7 is intended as a single-award IDIQ with a $4.3B ceiling and will use a mix of Firm Fixed Price (FFP), Cost (No fee), and Incentives. The goal of this Commercial Buying Service (CBS) is to provide acquisition services for non-standard and difficult-to-support standard items and repairs, and act as a contracting vehicle to award task orders for specialized, technical services in support of Foreign Military Sales (FMS) customers. This effort will be tri-service, supporting U.S. Air Force, Navy, and Army FMS customers. Competition for this acquisition will be Full and Open. The initial task order of this award will be for Contract Kick-Off Implementation, estimated for execution one month after contract award. This effort draws from the Notice ID: FA8630-24-R-B007 previously posted at Sam.gov. Be advised the prior posting is still available for industry review, but all draft documents shared there are superseded by formal documents captured in this Request for Proposal (RFP) and it will not be updated further. Please flag/follow this Notice ID to get notifications of any RFP amendments or communication from the Government. All documentation and instructions for proposal submission are available at the link/attachment below, titled PIEE Solicitation Module Link for FA8630-25-R-B007. The Objective Performance Incentives are captured in Section H, beginning on page 41 of the Solicitation. IMPORTANT MULTIPLE DEADLINES: IAW Attachment 9, Section L 3.7.6 and 3.1.7, the Eastern Time submission deadlines of this solicitation are: ? 3:00 PM, 15 October 2025 for Past Performance Questionnaires; ? 4:30 PM, 20 October 2025 for Volume II - Gate and Volume IV - Past Performance; ? 4:30 PM, 18 November 2025 for all remaining: Volume I - Executive Summary, Volume III - Technical, Volume V - Price, and Volume VI - Contract Documentation. In the event of discrepancy between RFP documents and this written notice, the RFP documents take precedence.
