Key tasks include:

• Reworking Ball outside diameter to a minimum of 21.495 inches.
• Teflon coating of ball(s) per drawing 803-5959311.
• Visual inspection of finished seats and thread inspection per FED-STD-H28 series or ASME B1 series. Internal threads must be cut.
• Welding and brazing must comply with S9074-AR-GIB-010A/278, 0900-LP-001-7000, or S9074-AQ-GIB-010/248.
• Strict Configuration Control is required, with Waivers/Deviations and Engineering Change Proposals (ECPs) needing approval.
• A Certificate of Compliance is mandatory for all furnished items, and materials must be Mercury Free.

Key Requirements

• Quality Systems: Contractors must maintain a quality system in accordance with ISO-9001 (amplified/modified) with ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative.
• Traceability & Certification: Essential for Level I/SUBSAFE systems. Material must be traceable to certification test reports, with specific marking requirements per MIL-STD-792.
• Inspection: Government Quality Assurance (DCMA) at source. Receiving and Final Inspections include 100% verification of traceability markings, certification test reports, and material compliance. Material sampling for lot acceptance is based on zero defects.
• Pricing: Offerors must submit NOT TO EXCEED (NTE) or FIRM FIXED PRICE (FFP) for repair, including teardown, evaluation, and inspection to "like new" or "A" condition. A Beyond Repair (BR)/Beyond Economic Repair (BER) price is also required. Shipping costs should be excluded.
• Evaluation: Past performance will be considered.

This is a "DO" rated order certified for national defense use under DPAS and is issued pursuant to Emergency Acquisition Flexibilities (EAF). The contract utilizes Commercial Asset Visibility (CAV). Portsmouth NSY's DODAAC has changed to N50286. Certification data must be submitted via WAWF to DODAAC N50286 (Ship to), N39040 (Inspect by, Accept by), with email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. Access to drawings requires a request on SAM.gov and an email to the Primary POC. The ECDS system is available for data submissions and inquiries.
