Key Requirements

• Material Specifications: The ball must conform to SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5. Seats must be Delrin: Dupont AF DE588 (Teflon Filled Acetal) with specific physical properties (e.g., specific gravity, melting point, tensile strength).
• Testing & Inspection: Requirements include Hydrostatic Testing (1050 PSI for 30 mins) or Dye Penetrant Inspection for each ball, Seat Stack Height Measurement, and specific Ball Spherical Surface Finish (30-35 RHR to 12-16 RHR) and Waviness standards.
• Quality Assurance: Offerors must have an acceptable Quality Control Manual. A quality system in accordance with ISO-9001 (with ISO-10012 or ANSI-Z540.3/ISO-17025 calibration) or MIL-I-45208 (with MIL-STD-45662 calibration) is required. Government Quality Assurance (GQA) will be performed at the source.
• Traceability & Certifications: Strict traceability from material to certification test reports is mandatory, using unique traceability numbers. Permanent marking is required on the ball (waterway) and seats (outer cylindrical surface), with Teflon seats requiring tagging. Certifications are required for tests (CDRL DI-MISC-80678) and materials (CDRL DI-MISC-81020 for metallic, DI-MISC-80678 for seat material).
• Welding/Brazing: If applicable, must adhere to specific Navy standards (e.g., S9074-AR-GIB-010A/278) with prior approval of procedures and qualification data.
• Mercury Free: All furnished hardware and supplies must be free of intentionally added mercury or direct contact with mercury-containing compounds.

Past performance will be considered in accordance with FAR 13.106(a)(2) and DFARS 252.213-7000. Certification data must be submitted via Wide Area Work Flow (WAWF) to "Ship to" N50286, "Inspect by" N39040, and "Accept by" N39040, with email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material is to be shipped prior to WAWF acceptance. Access to drawings, if included, must be requested on SAM.gov, followed by an email to the Primary POC.

Additional Notes

This contract will be a DO rated order, certified for national defense use under the Defense Priorities and Allocations System (DPAS). Detailed procedures are provided for Waivers, Deviations, and Engineering Change Proposals (ECPs), requiring review and approval by the Contracting Officer.
