Quality & Technical Requirements

This opportunity demands rigorous quality assurance. Offerors must maintain a quality system in accordance with ISO-9001 (amplified/modified) with ISO-10012 or ANSI-Z540.3 with ISO-17025 calibration, or an acceptable alternative of MIL-I-45208 with MIL-STD-45662. The material is mercury-free. Key requirements include:

• Testing: Hydrostatic testing for each ball (30 minutes at 1050 PSI) or Dye Penetrant Inspection.
• Surface Finish: Specific spherical surface finish and waviness limits for valve balls.
• Traceability & Certification: Strict traceability from raw material to final product, with comprehensive chemical and mechanical analysis certifications required for both metallic and non-metallic components. All certifications must be positive and unqualified.
• Welding/Brazing: Procedures and personnel must be qualified under specific NAVSEA standards, with prior approval required for qualification data.
• Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer review and approval.
• Inspection: Government Quality Assurance at source (DCMA QAR) is required. Receiving and final inspections are detailed, including 100% inspection for traceability and certification data.

Any contract awarded will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS). Access to drawings, if included, must be requested on SAM.gov, followed by an email to the Primary POC.
