Scope of Work

This solicitation is for a parts kit for a 1 1/2 inch Hull and Backup Valve, comprising one Ball (piece 8) and two mating Seats (piece 9). The parts must conform to Naval Ship Systems Command Drawings 803-4385050, DRN 4385050-C6, 803-4384678, and DRN 4384678-C1.

• Material Requirements: The Ball must be made from SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5. The Seats must be MD71-GG Mearthane (Graphite Filled Urethane) manufactured by Mearthane Products Inc., Cranston, RI, meeting specific hardness, specific gravity, tensile strength, compression-deflation, tensile impact, and water absorption values.
• Testing & Certification: Required tests include Hydrostatic Test (or Dye Penetrant Inspection) for each Ball and Non-Destructive Tests for weld repairs. Certifications are required for these tests.
• Quality Assurance: Contractors must maintain a quality system in accordance with ISO-9001 (with ISO-10012 or ANSI-Z540.3 with ISO-17025) or MIL-I-45208 (with MIL-STD-45662). This includes documented procedures, Government Quality Assurance at source, and subcontractor inspection requirements.
• Traceability: Strict traceability and certification requirements apply to all Level I/SUBSAFE materials, including unique traceability numbers, material marking, and comprehensive material certification test reports.
• Welding/Brazing: Specific procedures and qualifications are required for welding and brazing, with prior approval needed for qualification data.
• Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or Class II changes. Waivers/Deviations require Contracting Officer approval.
• Other Requirements: Mercury-free materials, one-year warranty, and compliance with Buy American-Free Trade Agreements-Balance of Payments Program.

The Portsmouth NSY DODAAC has changed to N50286. Mandatory use of Workflow Pro (WFP) MOD Assist Module is required. The Electronic Contractor Data Submission (ECDS) system is available for data submissions, questions, and waiver requests.
