Quick Summary

The Department of the Navy, specifically NAVSUP Weapon Systems Support Mech, is soliciting proposals for a Parts Kit, Ball Valve (Product Service Code 4820 - Valves, Nonpowered). This requirement is for a 1 1/2 inch Hull and Backup Valve, designated as "SPECIAL EMPHASIS material" due to its critical use in shipboard systems. This is a Total Small Business Set-Aside. Proposals are due by May 8, 2026, at 4:30 PM local time.

Scope of Work

The opportunity requires the provision of a parts kit consisting of one Ball (piece 8) and two mating Seats (piece 9), manufactured in accordance with Naval Ship Systems Command Drawings 803-4385050 and 803-4384678. The material for the Ball must be SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5. Seats must be MD71-GG Mearthane, manufactured by Mearthane Products Inc., Cranston, RI, meeting specific hardness, specific gravity, tensile strength, compression-deflation, tensile impact, and water absorption values.

Technical Requirements

This procurement involves stringent quality assurance and traceability. Key requirements include:

  • Testing & Certification: Hydrostatic testing for each Ball (or Dye Penetrant Inspection as substitute), Non-Destructive Tests for weld repairs, and quantitative chemical/mechanical analysis for specified parts. Certifications are required for all tests.
  • Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 (or MIL-STD-45662). Government Quality Assurance at source (DCMA QAR) will be performed.
  • Traceability: Strict material traceability is mandated from raw material to finished component, including unique marking on parts (Balls in waterway, Seats on outer cylindrical surface) and comprehensive certification data.
  • Welding/Brazing: Specific standards (e.g., S9074-AR-GIB-010A/278) and approval processes for welding procedures and personnel are required.
  • Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer approval.
  • Drawings: Access to drawings, which may contain NOFORN and/or Naval Nuclear Propulsion Information, requires requesting access on SAM.gov and emailing the Primary POC with a completed security agreement form. A facility clearance may be required if awarded.

Contract & Timeline

  • Type: Solicitation (leading to a contract)
  • Set-Aside: Total Small Business
  • Delivery: Final material delivery is required on or before 365 days after the effective date of the resulting contract.
  • Priority: This is a "DO" rated order under the Defense Priorities and Allocations System (DPAS).
  • Response Due: May 8, 2026, 4:30 PM local time.
