This amendment modifies Solicitation Number 36C26026Q0337. The primary changes are:

• Extension of Offer Receipt Date: The deadline for submitting offers has been extended from February 18, 2026, to March 4, 2026, at 10:00 AM PST.

• Establishment of On-Site Visit: An on-site visit for interested offerors has been scheduled for February 24, 2026, at 10:00 AM PST.

• Site Visit Location: The visit will take place at the Boise VA Medical Center, 500 W. Fort Street, Boise, Idaho, 83702. Interested offerors should check in at Building 85, Room 236 (Safe Patient Handling and Mobility Office).

• Attendee Limit: Offerors are requested to limit attendees to 1-2 individuals per offeror.

• Question Due Date: All questions are due by February 26, 2026, at 10:00 AM PST. This will be the only on-site visit.

• The closing date for receipt of offers has been changed.

• An on-site visit date, time, location, and question due date have been added.

• The deadline for offer submission is extended to March 4, 2026, 10:00 AM PST.

• Offerors have a new opportunity to attend an on-site visit and a deadline for submitting questions.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services for Patient Ceiling Lifts and Installation at the Department of Veterans Affairs, Boise VA Medical Center. The government anticipates awarding a firm-fixed-price service order. This is an unrestricted solicitation.

• Patient Ceiling Lift Systems: Requirement for Guldmann GH3+ model lifts (or equivalent meeting salient characteristics) with varying weight capacities (605 lb, 825 lb, 1100 lb) for resident rooms and ICU.

• Installation: Design, installation, and clinical training are required.

• Removal: Removal of current ceiling lift systems is also required.

• Salient Characteristics: Lifts must include integrated scales operable via handset, specific weight capacities, emergency stop/lowering devices, defined lift speeds and intervals, specific maximum/minimum heights, metal internal gears, continuous rail charge, compatibility with specific sling types (Guldmann, Arjo, Alpha Modalities), and be cleanable with standard disinfectants.

• Warranty: Minimum three-year warranty covering parts and labor.

• Contract Type: Firm-fixed-price service order.

• Place of Performance: Boise VA Medical Center, 500 W. Fort Street, Building 34, Boise, ID 83702.

• Delivery: FOB Destination, Monday-Friday, 7:00 AM - 3:00 PM.

• Response Date/Time: February 18, 2026, 10:00 AM Pacific Time.

• Submission Method: Electronic via email to Maureen.Sundstrom@va.gov. Email size limit is 5MB; multiple emails are allowed. No fax or postal mail.

• Evaluation Criteria: Adherence to technical requirements (SOW and Salient Characteristics) is more important than price. Offerors must be an authorized provider for OEM parts (verified by manufacturer's letter). Technical compliance and price will be evaluated.

• Unrestricted Solicitation.

• OEM Authorization: Offerors must provide a manufacturer's signed authorization letter to distribute OEM parts.

• Gray Market/Counterfeit Items: Prohibited. Only new OEM medical supplies/equipment are acceptable.

• All or Nothing Basis: Award will be made on an all-or-nothing basis.
