Scope of Work
Contractors will provide hotel accommodations within a seven (7) mile radius of the NIH Clinical Center (10 Center Drive, Bethesda, MD 20892). Services include fully furnished rooms with utilities, local telephone, and basic cable TV, offered at a fixed rate at or below the GSA per diem for zip code 20892. Hotels must comply with all applicable building codes, fire safety regulations, and the Americans with Disabilities Act (ADA), including handicap accessible rooms. Specific requirements include daily housekeeping, 24/7 front desk, available parking, proximity to full-service restaurants, and potential shuttle services. Hotels must also provide pest prevention and customer service resolution plans, with strict performance standards for maintenance and complaint resolution.

Evaluation Factors
Award will be made to the responsible Offeror(s) whose proposal represents the best value to the Government. Technical factors, when combined, are significantly more important than price.
- Technical Qualifications: Evaluated on demonstrated understanding, capability, and approach to performing lodging services. This includes Project Capabilities (hotel accommodations, reservation processes, customer service, emergency procedures, room maintenance, facility requirements, performance monitoring), Key Personnel Experience (Contract Manager, On-Site Hotel Manager), and active SAM registration.
- Past Performance: Offerors must provide a minimum of three (3) recent and relevant references (within 5 years) similar in size, scope, and complexity. Offerors without relevant history will receive a Neutral/Acceptable rating.
- Price: Evaluated for reasonableness, completeness, and balanced pricing across the Base Year and all Option Years, potentially compared against historical data, market research, or an Independent Government Cost Estimate (IGCE).
