Request for Information (RFI)

This RFI is issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to gather information from potential sources regarding solutions for lifecycle, modernization, and in-service support of RENK BUSL 261, ASL 2/160, BOS 156, and ASL 95 reduction gear models and their related shipboard auxiliary systems. The goal is to improve in-service and lifecycle support initiatives by leveraging unique knowledge and expertise related to these specific gear models.

The contractor will be expected to provide comprehensive support, including:

• Technical, logistics, training, administrative, and program management efforts.
• Assisting NSWCPD in developing, delivering, and executing engineered solutions for fleet Main Reduction Gear (MRG) problems.
• Providing all necessary labor, supplies, services, materials, expertise, information, special tools, procedures, and facilities to support NSWCPD's mission as LCM and ISEA for US Navy Main Reduction Gears.
• Major functions include Engineering & Technical Services, Engineering Investigations, Logistics Support Services, Product Improvements (design, development, testing & evaluation, deployment), Fleet and Depot Support, Support of Government Testing, Software Maintenance and Configuration Control, Program Management Services, and support for Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components.

Vendors are requested to submit:

• Brochures, literature, and/or information on their supply/service capabilities.

• Details on current services that can meet the full Scope of Work and Specific Task Requirements.

• Any other necessary information.

Responses are due 15 days from the date of posting.

Statement of Work (SOW)

To provide lifecycle management (LCM) and in-service engineering (ISE) support for specific U.S. Navy Main Reduction Gear (MRG) models (Renk BUSL 261, ASL 2/160, BOS 156, and ASL 95) and their associated auxiliary systems. The goal is to maintain operational readiness, safety, and mission effectiveness by leveraging the Original Equipment Manufacturer's (OEM) unique knowledge and expertise.

The contractor will provide non-personal services to assist the Naval Surface Warfare Center Philadelphia Division (NSWCPD) in developing, delivering, and executing engineered solutions for fleet MRG problems. Key areas include:

• Engineering & Technical Services: Issue resolution, investigations, failure analysis, root cause determination, product improvements, new technology integration, technical documentation, and field support.

• Logistics Support Services: Support for developing and updating Navy logistics products such as Allowance Parts Lists (APLs), technical manuals, and maintenance procedures.

• Product Improvements: Design, development, testing, and deployment of parts, components, or systems, including Engineering Change Proposals (ECPs).

• Fleet and Depot Support: Emergent field technical service support, including on-site investigations and in-service engineering.

• Software Maintenance: Support for RENK MRG control software, including development, configuration, installation, testing, and documentation.

• Program Management: Contract management, budgeting, scheduling, and progress tracking.

• The SOW describes services to be applied via Task Orders (TOs).

• Estimated 60% of work at contractor facilities, 40% aboard ships.

• Specific locations will be provided at award; includes CONUS and OCONUS travel.

• Non-Personal Services: No employer-employee relationship with the U.S. Government.

• Security: Requires adherence to stringent security protocols, including training, background investigations, and handling of Controlled Unclassified Information (CUI) and potentially classified information (Confidential NSI for Navy Nuclear Propulsion Program tasks).

• Personnel: Contractor personnel must be qualified and may require specific security clearances. Key personnel requirements are detailed.

• Reporting: Various reports are required, including Contract Status Reports, Travel Reports, Contractor Personnel Rosters, and Project Planning Charts (CDRLs A001-A007).

• Travel: Estimated 12 trips annually to CONUS and OCONUS locations, requiring pre-approval and detailed cost estimates.

• Purchases: IT equipment and individual items over $10,000 require Contracting Officer approval. Counterfeit material prevention is required.
