This notice is issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to identify potential sources for CTF (Compatibility Test Facility) Engineering Design Services for Code 60. The government anticipates a Task Order requirement for these services.

Services are expected to be located primarily at Naval Surface Warfare Center Philadelphia.

Interested businesses are requested to submit a Capability Statement (maximum 10 pages) to demonstrate their ability to perform the requirements. The Capability Statement should address:

• Ability to manage the tasking as prime contractor.
• Technical ability to perform at least 50% of the cost of the task order with own employees.
• Capacity to conduct the requirements of the SOW (referring to magnitude, equipment, facilities, and staff size).

All businesses are encouraged to respond, including HUBZone, 8(a) Small Disadvantaged Businesses (SDB), and Service Disabled Veteran-Owned Small Businesses (SDVOSB). Respondents must identify their small business socio-economic categories.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Statement of Work (SOW) for Test Facility Design Services Support for the Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD is a Department of Defense entity responsible for research, development, test, and evaluation for Navy ships, submarines, military watercraft, and unmanned vehicles.

The requirement is for the design of test and evaluation facility installations, systems, and equipment, including Hull, Machinery Electrical (HM&E) systems. Support includes assessing floor loading, support systems capacities, and available power. It also covers Mission Readiness Panel Assessments, Integrated Test Readiness Reviews, and Integrated Schedule Reviews. The design support can range from small test stands to full-scale land-based test and engineering sites, replicating actual shipboard systems. The work involves conceptual, preliminary, and detailed design phases.

• Graphics Design Support: Creating visual solutions for test site and facility layouts, presentation boards.
• Conceptual Design Support: Developing conceptual designs, performing on-site investigations, providing cost estimates.
• Preliminary Design Support: Creating preliminary designs, conducting site surveys, performing EMI/acoustic noise surveys, developing machinery arrangement concepts, and providing preliminary cost estimates.
• Detailed Design Support: Creating comprehensive/detailed drawing packages, conducting engineering analysis, developing lifting and handling plans, and providing detailed cost estimates.
• Outfitting, Installation, Test, and Evaluation Support: Verifying as-built designs, analyzing designs for maintenance, generating as-built drawings, and analyzing system performance.
• Design Logistics Documentation Support: Developing systems and descriptions manuals, functional checkout procedures, operating procedures, maintenance procedures, test procedures, sparing support information, and preservation/de-preservation procedures.
• Design On-Site Liaison and Trouble Desk Support: Providing on-site support for issues during fabrication, installation, and testing.
• Design Environmental Impact Support: Conducting environmental impact studies and assessments.
• Design Administrative and Tracking Support: Maintaining various logs and drawing indexes.
• Professional Engineering Stamp and Licensed Professional Engineer Support: Providing licensed professional engineers to prepare, sign, and seal engineering plans.
• Design Program Support: Providing programmatic support for system/equipment fabrication, installation, test, and evaluation.

The contract is for five years of services. The primary place of performance is at government facilities in Philadelphia, PA, with an estimated 54.5% of work on-site and 45.5% off-site.

• Non-personal services contract.
• Contractor personnel must identify themselves as such and display appropriate identification.
