Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ) under Solicitation Number 140P8226Q0004. The government is procuring shuttle transportation services for visitors and staff between various locations related to the Pearl Harbor Visitor Center. The acquisition is a Total Small Business Set-Aside.

• Furnish labor, supervision, management, dispatch, vehicles (including back-up), maintenance, insurance, fuel, equipment, safety measures, and administrative support.

• Provide safe, reliable, and on-time shuttle transportation.

• Services are required between the Pearl Harbor Visitor Center (PHVC), Ford Island, the USS Utah Memorial, and the USS Oklahoma Memorial.

• The anticipated start date is on or before June 1, 2026.

• The contract type is not specified, but the government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements.

• Quoted pricing shall be held valid for not less than 60 days.

• Quotes must be submitted electronically by 11:59 P.M. HT on March 19, 2026, to Lei_Yang@nps.gov.

• Questions/RFIs are due by 12:00 P.M. HT on March 2, 2026, to Lei_Yang@nps.gov.

• Offers will be evaluated based on Price, Technical, and Past Performance.

• The evaluation process is described in FAR 13.106-2(b)(4)(i) and/or (ii).

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number: 2025-06, Effective Date: 10/01/2025.

• A technical proposal describing the commercially available virtual standby queuing system is required, addressing system architecture, enrollment methods, queue management, notification capabilities, accessibility, support, and hardware.

• Commercial product literature is also required.

• Offerors must describe their implementation and support approach and indicate whether they intend to self-perform or subcontract.

• Past performance information (at least three recent and relevant contracts) is required.

• The North American Industry Classification Standard (NAICS) code is 518210, with a size standard of $40.

Performance Work Statement (PWS)

The objective of this contract is to implement and maintain a commercial, off-the-shelf (COTS) virtual standby queuing system for the National Park Service – Pearl Harbor National Memorial. The system aims to reduce visitor wait times for the USS Arizona Memorial boat, improve safety by minimizing exposure to heat, and enhance the overall visitor experience.

The contractor shall provide a fully functional, end-to-end virtual standby queuing system. This includes:

• Software: Commercial, off-the-shelf (COTS) software with administrator dashboard, attendant web application, visitor mobile web application, check-in kiosk, SMS notifications (multi-language and international support), ADA compliance, alert posting capabilities, and digital signage.

• Hardware: Provisioning and maintenance of touchscreen kiosks, QR code scanners, mini tablets for staff, digital signage players, LCD monitors, and associated stands and cables.

• Services: Installation, configuration, system integration, testing, training for NPS staff, ongoing customer and technical support during operating hours (7:00 a.m. – 5:00 p.m. HST), preventive maintenance, repairs, replacements, and software updates.

• The system must be ADA-compliant and support multi-language functionality.

• NPS shall have access to the reservation messaging system for visitor notifications.

• Hardware must be maintained in good working order and replaced/repaired as necessary.

• Software updates and enhancements should be applied consistent with commercial standards.

• Contingency or failover capabilities should be maintained to minimize service interruption.

• Base Period: Beginning on or before April 1, 2026.

• Option Periods: Four one-year periods from April 2027 through March 2031.

• Place of Performance: Pearl Harbor National Memorial, Oahu, Hawaii.

• The contractor shall obtain and maintain all necessary permits and licenses.

• A pre-performance meeting with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) is required.

• The contractor must maintain a quality control program consistent with standard commercial practices.

• The Government will receive the same warranty and service remedies provided to the contractor’s most favored commercial customers.

• Installation and training schedules must be coordinated with the COR to minimize operational disruption.

• Payments are generally made after work is complete for one-time services, or at varying frequencies for recurring services, based on contract terms and submission via IPP.
