This document provides responses to vendor questions regarding the HT941026Q2018 solicitation for Integrated Pest Management (IPM) services.

• Prime Contractor Experience & Insurance: Prime Contractors must have direct pest industry experience and maintain proper pesticide General Liability insurance, including pesticide pollution coverage. Subcontractors cannot qualify the Prime Contractor for these requirements.
• Previous Contract: This is a new requirement; there was no previously awarded contract for this service.
• Rodent Bait Stations: The government does not currently have exterior rodent bait stations. The contractor will be required to provide these per the SOW.
• Service Request Volume: In the past 12 months, there has been one hornet/wasp service request, two bed bug service requests, and no emergency/unscheduled service requests.

Several requirements have been removed or clarified, including those related to hornet/wasp services, height limitations for wasp/hornet removal, fly lights, and drain treatments. Bidders should refer to the revised SOW dated March 15, 2026, for updated details on these items. The requirement for contractors to provide exterior rodent bait stations has been confirmed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive pest management services for specified facilities, ensuring a pest-free environment and protecting human health and safety.

• Remediation for rodents, fruit flies, bed bugs, ants, earwigs, pantry pests, and other general structural pests. Excludes larger nuisance wildlife like squirrels and stray cats.

• Monthly inspections to identify pest activity and service equipment.

• Application of various treatment methods including bait stations, glue boards, traps, insecticide sprays, aerosols, gel baits, dusts, thermal remediation (heat treatments), and biological sprays.

• Specific services include:

  • Small rodent glue boards for breakrooms and other locations in Building 5955 and the Lynx building.
  • Metal cans for exterior and interior locations of Building 5955 and the Lynx building.
  • Bed bug room spray treatment (up to 3 times/year).
  • Bed bug temperature air heat treatment (up to 900 sq ft, up to 2 times/year).
  • Bed bug Elite 8 heat treatment (up to 300 sq ft, up to 4 times/year).
  • Interior insect treatment for Building 5955 and Lynx building (2 times/year, excluding Kitchen and Dining Hall).
  • Exterior carpet ant spray treatment (50 sq ft, up to 4 times/year).

• Services to be performed in accordance with directives and latest industry standards.

• Documentation of completed work required.

• Service reports to be provided via email to the Chief of Environmental Services, detailing service type, description of services rendered, and any existing discrepancies.

• Government will maintain records of dates called, scheduled, arrived, and completed to determine uptime and response times.

• Services to be performed during normal duty hours: 7:30 AM to 4:30 PM Alaska Standard Time (AST), Monday through Friday, excluding Federal Holidays.

• Locations include Building 5955 and the Lynx building.

• Contractor personnel must be professionally trained and technically qualified. A list of qualified technicians and their credentials must be provided and approved prior to performance.

• Contractor employees must not pose a threat to health, safety, security, or the operational mission.

• Contractor must safeguard government property and secure facilities at the end of the work period.

• Employees must practice utility conservation.

• Safety Data Sheets for rodenticides and insecticides must be provided.

• Bed bug heat treatments may require temporary electrical service via generator or facility electrical service.
