Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the JROTC Cadet Leadership Challenge (JCLC) camp for PSJA Memorial HS from March 10-13, 2026. The camp aims to provide cadets with opportunities to test leadership skills, participate in citizenship-building exercises, and interact with peers from other JROTC units.

• Furnish lodging facilities, training facilities, meals, furniture, equipment, supplies, management, supervision, and labor.

• Provide services for approximately 180 Cadets and 26 Cadre from 13 schools.

• Services include co-located lodging, training, food services, transportation, and medical support.

• The contractor's existing quality assurance system will be utilized.

• The Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance thresholds are set at 100% for housing and meal provision.

• Period of Performance: March 10-13, 2026.

• Place of Performance: Within 150 miles of Alamo, TX 78516.

• Lodging: Climate-controlled housing with running hot water, toilets, showers, sinks. Separate dorm-style buildings for male and female cadets. Cadre/Chaperones will have separate staff rooms. Non-smoking facilities with one individual per bed. Facilities must be in a safe, crime-free environment and not undergoing renovation.

• Meals: 11 meals to be provided, served hot. Menus to be coordinated with the Government POC at least 10 days prior. Includes breakfast, lunch, and dinner with specific menu examples provided.

• Medical: 24/7 fully supplied, climate-controlled health center and first aid station with a full-time RN Nurse and on-site staff.

• Training Facilities: Swimming pools (shallow/deep areas, tested, 3 lifeguards), water course for canoeing/kayaking (3 lifeguards), outdoor areas for air rifle/marksmanship and archery ranges (JROTC to provide equipment for ranges), 100x100 meter open field for land navigation, softball field. High and low ropes courses require contractor-provided safety/trainer personnel. Zip-line tower, low, medium, and high ropes, and rock wall facilities.

• Other: Potable water and ice, two golf carts for cadre use, shelter for dining facility and equipment (also for inclement weather).

• Personnel: Contractor personnel shall wear clean clothing, free of offensive statements. No security clearance required for contractor personnel.

• Fire and Safety: Facility must comply with applicable fire and safety codes and regulations.

Wage Determination

This document is a U.S. Department of Labor Wage and Hour Division Wage Determination (No. 2015-5245, Revision No. 28) for the State of Texas, Area: Texas County of Hidalgo. It outlines the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act. It specifies minimum wage rates and benefits for listed occupations.
• Occupational Classifications: The document lists numerous occupational codes and titles, along with their corresponding minimum hourly wage rates. These range from administrative and service occupations to technical and transportation roles.
• Benefits: All listed occupations receive the following benefits:
  • Health & Welfare: $5.55 per hour (up to 40 hours/week) or $222.00 per week.
  • Health & Welfare (EO 13706): $5.09 per hour (up to 40 hours/week) or $203.60 per week, applicable when SCA-covered contracts also fall under EO 13706.
• Paid Sick Leave (EO 13706): Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for employees on contracts awarded on or after January 1, 2017.

• Vacation: 2 weeks paid vacation after 1 year of service, and 3 weeks after 10 years.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for commercial acquisition, issued as a Full and Open Competition. The government anticipates awarding a firm fixed-price contract using Simplified Acquisition Procedures (SAP) to the offeror with the lowest price that meets the requirements and is deemed responsible.

This solicitation requires the provision of meals and lodging for cadets and cadres, as well as facility usage, in support of the JCLC Camp Mapuche. Specifics include:

• Item 0001: 1,980 meals for cadets (breakfast, lunch, dinner) from March 10-13, 2026.
• Item 0002: 286 meals for cadres (breakfast, lunch, dinner) from March 10-13, 2026.
• Item 0003: Lodging for 720 room nights for 180 cadets from March 10-13, 2026.
• Item 0004: Lodging for 104 room nights for 26 cadres from March 10-13, 2026.
• Item 0005: Facility usage for JROTC JCLC.

All meals are to be similar to the suggested menu in the Performance Work Statement (PWS).

Performance Work Statement (PWS)

The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor for:

• Lodging for 180 Cadets and 26 Cadre.

• Food services (11 meals provided per person).

• Training facilities, including low and high rope courses, a swimming pool, and areas for air rifle/marksmanship and land navigation training.

• Medical services (24-7 health center with RN).

• Transportation and set-up of food and serving equipment.

• Cleaning supplies and dumpster services.

• Lodging: Climate-controlled housing with running water, toilets, showers, sinks, and personal space. Separate dorms for male and female cadets. Non-smoking facilities with one individual per bed. Facilities must be in a safe area and comply with fire and safety codes.

• Meals: Approximately 206 hot meals per serving, with specific menus provided for each meal. Coordination with Government POC required 10 days prior to the event.

• Training: Safe and maintained swimming pools with certified lifeguards. Water course for canoeing/kayaking with certified lifeguards. Outdoor areas for marksmanship, archery, land navigation, and softball. High and low ropes courses require contractor-provided safety/trainer personnel.

• Medical: 24-7 fully supplied, fixed, dedicated, climate-controlled health center with full-time RN.

• Quality Control: Contractor's existing quality assurance system to be utilized per FAR 12.208. Government will evaluate performance per QASP.

• Period: 10-13 March 2026

• Place: Within 150 miles of Alamo, TX 78516

• Non-personal services contract.

• Contractor personnel must wear clean clothing, free of offensive statements.

• Contractor shall provide unlimited water and ice.

• Contractor is not responsible for miscellaneous charges incurred by participants (e.g., personal phone calls, extra meals).

• Dining facility and equipment available as shelter during inclement weather.

• Deliverables include cleaning supplies, dumpster service, and invoices.
