Eligibility & Submission Requirements
Offerors must be registered in SAM.gov and provide evidence of authorization to do business in Italy, including an Italian Company Registration Report, DURC, and INAIL/INPS payment proof. Established business operations in specified Italian locations are required, along with past performance information and evidence of personnel, equipment, and financial resources (including Bank of Italy credit report and financial statements). All submitted documents must be in English and adhere to an A3 format for submissions.
Proposals must be submitted electronically to ROMEGSO-OFFERS@STATE.GOV by the deadline. Submissions must include a completed SF-1449, SAM registration proof, a detailed price proposal (Attachment 3 and Section 1, Paragraph 3.C), and technical specifications for proposed models.
