Submission Requirements
Full proposals must include a Technical and Management Proposal (Volume I, max 10 pages written content, plus an oral presentation) and a Price Proposal (Volume II, utilizing Attachment E spreadsheet). Mandatory certifications (Attachment F) cover areas like debarment, lobbying, tax liability, and telecommunications equipment. Proposers must adhere to strict formatting and content guidelines, including specific cover sheet details and disclosure of AI-generated materials. Access to Controlled Unclassified Information (CUI) materials, including a CUI Addendum, requires submission of Attachment K and certification of NIST SP 800-171 Rev. 2 compliance for electronic access.

Important Notes
DARPA is interested in the extent to which AI tools are used in proposal preparation. Foreign nationals are permitted on subcontractor efforts deemed fundamental research but cannot receive CUI materials or attend program meetings. Overseas fabs can be used on a limited basis with justification, but domestic foundries are preferred. Cost-sharing is not strictly required if there is significant participation from a non-traditional defense contractor or nonprofit research institution.
