Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, supplies, materials, equipment, and supervision for the installation and monthly monitoring of a non-proprietary Fire & Security Alarm System at the U.S. Army Corps of Engineers, Wilmington District (USACE, SAW) locations at B. Everett Jordan Dam & Lake and Falls Lake Dam.

• Installation and monitoring of fire and security alarm systems at Visitor Assistance Centers, Maintenance Shops, and Dam control towers at both B. Everett Jordan and Falls Lakes.

• Fire monitoring is not required at the maintenance areas and control towers.

• Continuous monitoring of the Fire & Security alarm system.

• Annual testing of equipment.

• Monthly reporting of activated alarms.

• Annual testing, cleaning, and inspection of panels, detectors, stations, and alarms.

• The project includes furnishing all necessary parts, materials, labor, transportation, equipment, and tools.

• Monthly reporting of activated alarms.

• Annual testing, cleaning, and inspection of system components.

• Compliance with all current local, county, state of North Carolina, and Federal regulations and laws.

• Compliance with U.S. Army Corps of Engineers Manual EM 385-1-1 for safety requirements.

• The contract is intended to be a Firm Fixed Price (FFP) Contract with 1 Base Period and 4 Option Periods.

• Base Year: 12 months from date of award (estimated start: 01 MAR 2026 - 28 FEB 2027).

• Option Years: 12 months each.

• Installation services will be provided between 8:00 am and 3:30 pm, Monday through Friday.

• Offerors are urged to attend a site visit scheduled for 09 February at 11 AM ET at B. Everett Jordan, followed by a 1 PM ET meeting at Falls Lake. RSVP required by 3 PM ET on 05 February 2026.

• Pricing must be "All-Inclusive" for all materials, labor, supervision, equipment, supplies, etc. No additional costs or special service charges will be incurred.

• Video recording is not required.

• Contractor must obtain all necessary licenses and permits.

• Contractor must maintain personal liability and property damage insurance.

• Contractor must comply with safety requirements per EM 385-1-1.

• Contractor must submit an Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).

• All contract personnel must comply with security requirements, including AT Level I training and physical security access control.

• Compliance with General Services Administration Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment (Section 889) is required.
