To procure a short-term rental office space for the USDA Farm Service Agency and Natural Resources Conservation Service in Pierce County, WA, to ensure continued service delivery to USDA customers.

• Provide office space between 3,500 and 5,500 square feet.

• Location must be within Pierce County, specifically Puyallup or Tacoma, WA.

• Space must meet International Building Code requirements for office occupancies (HVAC, flooring, walls, ceilings, restrooms).

• Must be ADA compliant with easy public access.

• Provide sole access and control for the USDA Farm Service Agency and Natural Resources Conservation Service.

• Include adequate security with lockable exterior doors, parking for 6-8 visitors, 8 employees, and 3 government vehicles, with lighting and security surveillance.

• Offer a base year of 12 months with four possible 12-month option periods (not to exceed 5 years).

• Desired occupancy to begin on April 6, 2026.

• Space must have access to telephone and internet services (to be procured separately by the Government).

• Include at least two private offices (minimum 250 sq ft each).

• Include a conference room for a minimum of 10 people.

• Include storage space of at least 200 sq ft.

• Include a server room of at least 100 sq ft.

• Include a front desk reception area.

• Include at least two bathrooms for employee and customer use.

• Quotes must include janitorial services, all triple net costs, and all utilities in the monthly firm-fixed price rental amount.

• Pierce County (Puyallup or Tacoma, WA).

• Base year of 12 months with four 12-month option periods.

• Contractor must be registered with SAM.gov prior to providing a quote.

• Security requirements include compliance with HSPD-12, OMB guidance M-05-24, and FIPS PUB 201. This involves identity proofing (FBI fingerprint check) and a Tier 1 or higher background investigation for contractor employees requiring access to federally controlled facilities and information systems. The contractor is responsible for costs associated with obtaining fingerprints, while the government covers the FBI fingerprint check and background investigation costs.

• Contractor must maintain a current listing of employees with access to Government facilities and IT systems.

• Restrictions Against Disclosure: Contractor must maintain confidentiality of all government-furnished information and not disclose it without authorization.

• Organizational Conflicts of Interest: Contractor must comply with FAR Subpart 9.5 regarding conflicts of interest.

This is a combined synopsis/solicitation for a short-term office rental in Pierce County, Puyallup or Tacoma, WA, to support the Farm Service Agency (FSA) and Natural Resources Conservation Service (NRCS). The goal is to provide uninterrupted service to USDA customers.

• Office space: Minimum 3,500 sq ft, Maximum 5,500 sq ft.

• Location: Pierce County, Puyallup or Tacoma, WA.

• Required submission documents: Physical address, office space layout, pictures of the space and parking area, and verification of vendor's ability to provide the space (or letter of intent if third-party space).

• Evaluation: Lowest price technically acceptable (LPTA). The lowest priced offer will be evaluated for Technical Acceptability. If not acceptable, the next lowest priced offer will be evaluated.

• Past Performance: Will be evaluated as Acceptable, Neutral, or Unacceptable.

• This acquisition is set-aside for small business concerns.

• All responsible sources may submit a quotation.

• Contractors must be registered with System for Award Management (SAM.gov) prior to providing a quote.

• Attachment 2 – Pricing Sheet must be completed.

• Attachment 3 – Statements of Work should be referenced for additional information.

• Offerors must hold prices firm for 45 calendar days from the quote due date.
