The Department of the Air Force, Air Force Research Laboratory (AFRL/RQ) has issued the Pioneering Aerospace Capabilities, Engineering and Research (PACER) Broad Agency Announcement (BAA). Purpose & Scope

The PACER BAA aims to pioneer transformative aerospace technologies by enabling study efforts on novel concepts and maturing specific technologies to appropriate Technology Readiness Levels (TRL). Research efforts are sought across several key technology areas:

  • High Speed Systems Technology Development: Focusing on power, thermal management, multi-Mach operations, durability, and vehicle integration.
  • Power and Controls Technology Development and Demonstration: Covering autonomous control, electrical systems, flight systems integration, and integrated propulsion, power, and thermal systems.
  • Strategic Planning and Analysis Technology Development: Involving modeling, simulation, analysis, digital materiel management, and aerospace systems MS&A.
  • Air-Breathing Engine Technology Development: Addressing affordability, future enabling propulsion, and advanced design tools.
  • Air Vehicle Technologies Development and Demonstration: Including aerodynamics, airframe structures, multidisciplinary design, analysis, and optimization (MDAO), and advanced military air vehicle capabilities. Deliverables may include scientific and technical reports, software, test plans, and technical data packages.

Contract Details

The Air Force reserves the right to award various contract types, including cost reimbursement contracts (Cost Plus Fixed Fee, Cost, or Cost Share), and may also utilize technology transfer mechanisms. Individual awards resulting from white papers have an estimated ceiling of $500 million, with a cumulative $500 million ceiling for all awards resulting from an individual Call. The anticipated period of performance for individual awards ranges from 12 to 36 months, plus an additional 3 months for final report submission.

Submission & Evaluation

For the open BAA, white papers are submitted electronically to AFRL.RQ.PACERBAA@us.af.mil and are considered if received prior to May 10, 2043. Specific Calls issued under this BAA will have their own submission instructions and deadlines. White papers are evaluated based on their unique/innovative approach, understanding of scope, soundness of technical approach, and affordability (Rough Order of Magnitude cost estimate). Full proposals, if requested, will be evaluated on technical merit and cost/price.

Eligibility & Set-Aside

This is an unrestricted solicitation, with small businesses strongly encouraged to propose. Foreign participation is allowed under specific conditions, and all contractors must comply with export control laws and regulations (ITAR/EAR), requiring a certified DD Form 2345. Classified work up to TOP SECRET/Sensitive Compartmented Information (TS/SCI) may be involved, necessitating appropriate facility clearances. Cost sharing is not required.

Important Notes

This is a hybrid solicitation accepting both open white papers and specific Calls. Offerors should monitor SAM.gov for new Calls and modifications. Recent amendments to specific Calls (e.g., HAMWC) emphasize stringent cybersecurity requirements, including CMMC Level 2 and NIST SP 800-171 DoD Assessment scores in SPRS, for access to Controlled Unclassified Information (CUI) and classified documents. Classified Key Performance Parameters (KPPs) and Program Specific Protection Plans (PSPPs) require an existing contract DD254, Facility Clearance (FCL), and Safeguarding.
