Contract Details

The VOLARE call anticipates multiple-award IDIQ contracts with Cost Plus Fixed Fee (CPFF) Task Orders. The IDIQ contract period is 120 months (60-month ordering period), with task orders varying from 24 to 48 months. Funds are not presently available for the VOLARE call.
Submission & Evaluation
The PACER BAA operates on a two-step process. White papers for the general BAA are due by May 10, 2043, submitted electronically to AFRL.RQ.PACERBAA@us.af.mil. For specific calls like VOLARE, white papers are due by August 28, 2025, 4:00 PM local time, submitted electronically via email or DoD Safe Drop Off. Offerors whose white papers are selected will be invited to submit full proposals. Evaluation criteria for white papers include unique/innovative approach, understanding of scope, technical soundness, and affordability (ROM cost estimate).
Eligibility & Requirements
This is an unrestricted solicitation under NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a small business size standard of 1,500 employees. Foreign participation is allowed under specific conditions for the main BAA, but not permitted at the prime contractor level for the VOLARE call.
