Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personnel services for a postal mailing solution, technical maintenance, and support to the Bureau of Medicine and Surgery (BUMED) headquarters and its detachments.

• Provide regular planned maintenance for the existing mailing system to ensure peak performance.

• Offer full maintenance support, including troubleshooting, repair, or replacement of the mailing system.

• Implement system updates, preventative maintenance, and both on-site and remote maintenance.

• Provide technical support as required.

• The contractor shall not exercise supervision or control over contract service providers; accountability rests with the Contractor to BUMED HQ, Support Services.

• The contractor shall perform to the standards outlined in the contract.

• The mailing system must be capable of processing up to 120 letters per minute, including mixed thickness letter processing.

• The system must automatically feed, seal, and imprint correct postage.

• The system must handle a variety of materials (Min. 3.5" x 5", Max 13" x 15"; 5/16" thick).

• The system must support FedEx/UPS Processing with NGDS Rates and integrate with the NAVSUP mailing pay system (SYNCADA).

• The system must provide password-protected operation and sign-on.

• The system must be connectable via LAN.

• The solution must be capable of providing system support to the existing postal equipment.

• Period of Performance: March 1, 2026 - February 28, 2027.

• Support for the current Pitney Bowes SendSuite system.

• Connectivity to the full suite of proprietary enterprise mailing solutions.

• A scalable multi-carrier tool deployable across multiple locations.

• An intelligent lockbox system for contactless delivery.

• Includes subscription/meter fees and maintenance for SendPro 360 and SendPro MailCenter 2000.

• Maintenance costs after the first year warranty are detailed for both locations, including Standard SLA for equipment and tracking add-ons.
