• Response Due Date Extended: The response due date has been extended from 20 Feb 2026 to 27 Feb 2026.

• Added CLINs/SLINs/ELINs: Several CLINs, SLINs, and ELINs have been added, including:

  • CLIN 0007: Services described as "Carolyn Park," requiring contractor provision of all necessary management, labor, supervision, materials, equipment, parts, transportation, incidental materials, quality control, and environmental protection, meeting all safety requirements as defined in the Performance Works Specifications (PWS) dated 22 January 2026. The Product Service Code is S208, NAICS is 561730, and the pricing arrangement is Firm Fixed Price.
  • CLIN 0008: Services described as "Cedar Park," with similar requirements to CLIN 0007.
  • Option Line Items 1007, 1008, 2007, and 2008: These option line items also describe services provided by "Carolyn Park" or "Cedar Park" with requirements mirroring CLIN 0007 and 0008, and reference the same PWS dated 22 January 2026.

• Inspection and Acceptance Locations Added: Specific inspection and acceptance locations have been added for CLIN 0007, 0008, and Option Line Items 1007, 1008, 2007, and 2008. These are all set to "966221 - ARMY CORPS OF ENGINEERS CIVIL WORKS, POMONA PROJECT OFFICE, 5260 POMONA DAM ROAD, VASSAR, KS 66543-9743, UNITED STATES," with instructions to follow the PWS.

• Period of Performance Updated: The period of performance for CLIN 0007 and 0008 is 01 Apr 2026 to 31 Mar 2027. Option Line Item 1007 and 1008 are 01 Apr 2027 to 31 Mar 2028. Option Line Item 2007 and 2008 are 01 Apr 2028 to 31 Mar 2029.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide mowing and trimming services for public use areas at Pomona Lake, near Pomona, Kansas.

• Contractor shall provide all labor, equipment, fuel, tools, supervision, and services necessary for mowing and trimming.

• Services cover public use areas at Pomona Lake as described in the PWS.

• Mowing involves cutting grass to a height between 3 and 5 inches, ensuring a neat appearance without ruts or un-mowed strips.

• Trimming is required around trees, shrubs, buildings, fences, poles, water hydrants, parking lots, curbs, sidewalks, boulders, playgrounds, beaches, boat ramps, and other fixed obstacles.

• Trimming height must match surrounding grass heights and be completed within 24 hours of mowing.

• Grass clippings and debris must be removed from sidewalks, building entrances, and interiors immediately after trimming.

• Vegetation control spraying is performed in camp pads, hydrant enclosures, and dumpster enclosures; contractor must trim dead vegetation and grass/weeds in these areas.

• Mowing and trimming must result in a neat, well-cared-for, evenly mowed appearance.

• Grass height: 3 to 5 inches.

• Trimming must be completed within 24 hours of mowing.

• Fixed objects must not be damaged by equipment; repair/replacement costs borne by the contractor within 30 days.

• Quality Control Plan required, submitted for approval prior to work.

• Government will use a Quality Assurance Surveillance Plan (QASP) for monitoring.

• Contract effective date: April 1st (or date of award) through September 30th.

• Renewal options extend through September 30th of subsequent years.

• Services performed Monday through Friday, 7:00 a.m. to 6:00 p.m.

• Work not permitted on Saturdays, Sundays, and holidays unless waived in writing.

• Location: Pomona Lake, near Pomona, Kansas.

• Required Insurance: Worker's Compensation, Employer's Liability, General Liability, Comprehensive Automobile Liability with specified minimum limits.

• Safety: Approved Accident Prevention Plan in accordance with EM 385-1-1. Contractor personnel must be fully clothed. Vehicles and equipment must meet safety standards (rollover protection, flashers, seatbelts, slow-moving vehicle signs, safety chains, discharge-deflection devices).

• Contractor personnel must be courteous and diplomatic when interacting with the public.

• Contractor must provide a telephone number attended during normal business hours for performance-related calls.

• Contractor must safeguard and return issued keys.

• Prospective bidders are encouraged to visit the site prior to bidding.

Offerors are expected to have clients complete this questionnaire for past relevant projects. The completed questionnaire is submitted with the proposal. The Government uses this information to assess past performance, which is often a significant evaluation factor. Bidders should ensure their clients understand the requirements and provide accurate, detailed responses to highlight strengths and address any potential concerns.

This document is the "Related Experience Form" (RFQ Enclosure 2), which must be completed by all offerors to be considered for award. It is intended to gather information about the offeror's contracting background and experience.

Reference information, including names and current telephone numbers of agencies/firms, is required. Up to three submissions of this form may be used if additional space is needed.
