Scope of Work

Units must be standard commercial manufacture, enclosed, well-vented, single-occupancy, include urinals, and be new or in new condition. They must be leak-free, have self-closing, tight-fitting doors with inside locks, and watertight container tanks. Hand sanitizer dispensers with anti-bacterial solutions are required.
Servicing includes cleaning and resupply on specified dates: June 1 and 3, 2026, for Malinda Reiff Reilly Fen & Prairie Park; and June 1, 3, and 5, 2026, for Sutliff Bridge and Kent Park Youth Group Camp. Pick-up dates are no earlier than June 4, 2026, for Malinda Reiff Reilly Fen & Prairie Park, and no earlier than June 7, 2026, for Sutliff Bridge and Kent Park Youth Group Camp. Units must be secure for inclement weather.

Performance Standards
Units must be cleaned frequently to ensure they do not exceed 85% capacity. After emptying, units must be refilled with standard commercial sanitizing chemicals and sufficient toilet paper. Hand wash stations must be cleaned, tanks emptied, and water tanks refilled, with soap dispensers refilled daily. All services require 100% compliance for delivery, cleaning, resupply, and pick-up.
Special Requirements
Contractor employees must comply with all installation/facility access and local security policies, including AT Level 1 and IWATCH Training for Army installations. OPSEC Training is also required. The contractor must maintain Material Safety Data Sheets (MSDS) for all relevant materials, designate a Contract Manager, and adhere to a zero-tolerance policy regarding trafficking in persons. Potential Organizational Conflicts of Interest (OCI) must be addressed.
