• Clarification on Section 5.1.1 (Point of Contact): Vendors are not required to provide a Point of Contact (POC) from within their own company. A representative from the hotel/venue can serve as the POC, provided the prime vendor remains involved and coordinates with the Government-appointed Contracting Officer's Representative (COR).
• Seating Arrangements: There is no preference for seating arrangements in conference rooms.
• Childcare Services: The Government does not require a quote for childcare services, as they have already arranged for this.

This amendment addresses questions related to Section 5.1.1 and general inquiries about childcare services.

Quoters are reminded that acknowledging all amendments to the solicitation is mandatory. Failure to do so may result in their offer being considered unacceptable.

• Continental Breakfast Meals: For approximately 275 adults and 75 children, served from 0800-0945am.

• Lunch Meals: For approximately 275 adults and 75 children, served from 1200pm to 1300 (1pm) EST.

• Hot Lunch Meals - Soldiers: For approximately 240 soldiers, served from 1200pm to 1300 (1pm) EST.

• Venue Space: Must accommodate up to 300 per conference space/meeting room (total 600 attendees split into two groups), include an open space for a fair (15 tables, 2 chairs per table), dining space for 600 (75 children), two small meeting rooms for youth programming/childcare (up to 50 attendees each), and one small counseling room (4 attendees).

• Audio/Visual Equipment: Including sound system, microphone, laptop audio input, HDMI input, two projector screens (min 10 ft diameter), two projectors, and one podium.

• Contract Type: Firm Fixed Price for all items.

• Period of Performance: All deliveries and services are scheduled for 12 July 2026.

• Offer Due Date: 08 May 2026, 01:00 PM.

Past performance will be assessed for recency, relevancy, and quality.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide training and resources for Service Members and Family Members of the Maine Army National Guard (MEARNG) at a Pre Deployment Yellow Ribbon Event.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control.

• Services to be provided on a single day: July 12, 2026, between 0800 and 1600.

• Location must be within 10 miles of the I-95 corridor, between Auburn, ME, and Augusta, ME.

• Contractor must provide a Continental breakfast for approximately 325 family members (75 children) from 0800-0945.

• Contractor must provide a Hot lunch for approximately 625 attendees (300 service members, 325 family members, 75 children) from 1200-1300.

• Ensure food safety compliance with State and Local laws and Army regulations.

• Provide venue space including:

  • Parking for 550 vehicles (at no cost to attendees).
  • Two indoor conference rooms (accommodating up to 300 each).
  • Open space with tables and chairs.
  • Dining space for 625 attendees.
  • Two small meeting rooms for youth programming/childcare (0800-1600).
  • One small meeting room for private discussion (0800-1600).
  • Audio/Visual equipment in General Session rooms.

• Performance standards are listed under sections 5.1 (Event Management), 5.2 (Security), 5.3 (Meals), 5.4 (Venue Space), and 5.5 (Invoicing).

• Acceptable Quality Level (AQL) is 100% for all performance objectives.

• Surveillance methods include Periodic Inspection and Random Monitoring by the COR.
