This IDIQ will cover three main lots:

Lot 1: Firm Order Services: Supply publications (books, e-books, reports, audio-visual, multimedia) in response to firm orders. Specialization in subject areas (e.g., General, Legal, Scientific/Technical) and/or formats (e.g., Trade Paperback, eBooks, DVDs) is required.
Lot 2: Technical/Physical Processing: Provide services such as technical processing, physical processing, and cataloging to make materials shelf-ready (e.g., spine labels, barcode labels, security devices, binding). This lot is only available to vendors also providing materials under Lot 1 or Lot 3.
Lot 3: Leasing Plan Services: Lease or license non-serial publications, with an option to purchase at a reduced price at the end of the lease term.

Proposal Format: Two volumes: Volume I (Contract Data, Price, Past Performance) and Volume II (Technical and Management, with a 25-page limit).
Evaluation Criteria: Best value tradeoff analysis. Non-price factors (Technical Approach, Management Approach, Usability of Ordering Platform, Past Performance) are significantly more important than Price.
Eligibility: Offerors must be registered in SAM.gov.
