• Library of Congress Control Number (LCCN): Not a requirement for hardcopy books.
• Attachment J.3 (Lot 2 Processing): An Excel error preventing data input has been fixed.
• Pricing Schedule (Base Year): The "base year" refers to the initial five-year contract period, not option years. Language has been updated to reflect a five-year base period with no option periods.
• Sales Fee (G.2.4): For the first contract year, FEDLINK commits to a $500 maximum for the minimum flat fee. Contractors pay the higher of the 1% fee or the flat fee. Sales value includes the FEDLINK sales fee.
• Solicitation Deadline: Extended to March 12, 2026, at 12:00 PM ET.
• Attachment J.3 Unit Price (Lot 1): Leave blank if unknown; unit pricing is required for Lots 2 and 3.
• USA.gov Data Disclosure: FEDLINK may share awarded pricing information (Attachment J.3 and order-level pricing) with authorized federal agencies and other eligible entities to assist them in creating price estimates and verifying discounts.
• DFARS 252.204-7015: Bidders should review the clause language for details on disclosure circumstances and sensitive information.
• Option Years: Clarified that there is one five-year base period with no additional option periods.
• LC52.211-1 Deliveries (DEVIATION): Now included in the solicitation.
• Addition of Products/Services: General subject specialization (e.g., leisure reading) does not require a contract modification unless specialized categories are added.
• Contract Format (L.4.1): This section encompasses the full list of requested fill-in information.
• Proposal Glossary: A glossary of abbreviations and acronyms may be omitted if none are used in the proposal.
• Order-Level Discounts: Reflected at the time of order solicitation/placement, not at the IDIQ level.
• Digital Content Tiers: List separately in Attachment J.3 if discounts vary by tier.
• Digital Platform Services: Services provided at no additional charge (e.g., MARC records, metadata) can be listed as "no fee" or as integrated platform features if not priced a la carte.
• Lease Plan Unit Price: Based on how the vendor defines and prices their services.
• Digital Leasing Models: Temporary access with optional perpetual purchase rights can be listed as an "Option to Purchase CLIN."
• Digital Fulfillment: Shipment and return procedures do not apply to electronic access; fulfillment means the member has access.
• Best Value Evaluation: Aggregated digital platforms and services beyond minimum standards will be considered under the Technical Approach factor.

Several clarifications impact pricing schedules, proposal content, and contract structure. The solicitation deadline has been extended.

Amendment / Modification

This amendment (0001) to solicitation LCFDL26R0007 makes the following changes:

• Updates the "Pricing Schedule Requirements" section.

• Effective Dates: Pricing for all lots is valid from June 1, 2026, through May 31, 2031.
• Units: A separate sheet defines the units of measure (e.g., Each, Item, Lot, Fee, Unit, Set).

Solicitation / RFP / RFQ

This solicitation is for a multiple-award indefinite delivery, indefinite quantity (IDIQ) contract to provide Books and Non-Print Materials and Related Support to federal libraries, information centers, and other federal offices through the Federal Library and Information Network (FEDLINK) program. The Library of Congress is procuring these services to centralize acquisition and reduce investment in acquiring necessary information.

• Lot 1: Firm Order: Supply publications in response to firm orders, including books, electronic books, reports, encyclopedias, audio-visual materials, and multimedia. Specialization in subject areas (e.g., General, Legal, Scientific/Technical) and/or formats (e.g., Trade Paperback, eBooks, DVDs) is required.

• Lot 2: Technical/Physical Processing: Provide technical processing, physical processing, and cataloging to make materials shelf-ready. Options include spine labels, barcode labels, security devices, book covers, binding, and digital media processing.

• Lot 3: Leasing Plan: Lease or license non-serial publications, with an option to purchase at a reduced price at the end of the lease term.

• Contract Type: Multiple-award IDIQ.

• Period of Performance: Base period from 06/01/2026 to 05/31/2031.

• Estimated Value: Minimum contract amount is $500.00; maximum cumulative amount is $50,000,000.00.

• Proposal Submission Deadline: Thursday, March 5, 2026, by 12:00 PM ET.

• Questions Deadline: Thursday, February 19, 2026, by 12:00 PM ET.

• Proposal Format: Two volumes: Volume I (Contract Data, Price, Past Performance) and Volume II (Technical and Management). Volume II has a 25-page limit.

• Evaluation Criteria: Best value will be determined by evaluating Technical Approach, Management Approach, Usability of Ordering Platform, Past Performance, and Price, with non-price factors being significantly more important than price.

• The acquisition is unrestricted.

• Offerors must be registered in SAM.gov.

• The solicitation includes numerous FAR and DFARS clauses related to contract terms, conditions, representations, certifications, and specific requirements for telecommunications, supply chain security, and responsibility matters.

• Pricing must be submitted using Attachment J.3, FEDLINK Pricing Pages Template.
