Quick Summary
The Department of the Army is soliciting proposals for the construction of a Prefabricated M320 Range ROCA Tower and a General Instruction Building at Fort Wainwright, Alaska. This requirement is a 100% Small Business Set-Aside under NAICS code 236220. The project involves constructing facilities engineered for the sub-arctic climate. Offers are due March 27, 2026, at 1:00 PM AST.
Scope of Work
This opportunity requires the provision of all work plans, labor, material, equipment, supervision, and facilities for the construction of:
- One (1) two-story Range Operations Center (ROC) Tower: Approximately 12' x 12' cabin with an 18' eave height, a second-floor control room accessible via stairs, and a 4' walk-around mezzanine catwalk. The foundation will be based on site-specific geotechnical determination, potentially requiring thermosiphon or adjustable screw-jack for thermal stability due to permafrost. The structure will feature a structural steel frame with insulated metal sandwich panels rated for -50 degrees F, meeting ASHRAE 90.1 standards for climate zone 8.
- One (1) 20' x 40' General Instruction Building (GIB): A single-story structure with a reinforced insulated monolithic slab-on-grade foundation. It will have a wood or metal-framed structure with insulated walls and roof, also meeting ASHRAE 90.1 for Climate Zone 8.
Both buildings require triple-pane, gas-filled, Energy Star rated windows, hollow metal doors with thermal breaks, wall-mounted electric heating/AC units sized for 70F at -50F outdoor temperatures, cold-weather listed electrical components, dual circuit LED lighting, and lightning protection.
The Period of Performance is 365 calendar days from the date of Task Order award. Optional items include the demolition and offsite disposal of an existing wooden range tower and GIB, and connecting electrical service to a nearby Ammo Breakdown Building.
