Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for upgrading the premise wiring infrastructure to Cat-6 for Buildings 246 (B246) and 414 (B414) at Columbus AFB, MS. It also includes the removal of existing outdated premise wiring.

• Engineer, furnish, install, and test (EFI&T) new Cat-6 premise wiring.

• Remove and dispose of existing outdated cabling and associated termination material.

• Install approximately 24 cable/jacks (12 Duplex) in B246 and 12 cable/jacks (3 Duplex, 1 Quad, 2 wall drops) in B414.

• Install new Cat-6 patch panels and outlet/jacks (PANDUIT MINI COM, orange jacks).

• Install new horizontal/vertical cable management, including blanking panels and shelving.

• Install cable support hardware such as cable trays, J-hooks, and cable dropouts.

• Ensure all new and existing equipment, cable trays, and racks are bonded and grounded.

• Utilize Plenum-rated Cat-6 compliant cables and hardware; all new materials must be new and not refurbished.

• Fire-stop all cable penetrations.

• Provide new Cat-6 patch cords for connections between patch panels and network switches, and from drop locations to user devices.

• Compliance with current ANSI/TIA telecommunication installation and testing commercial standards and Columbus AFB installation standards.

• Maintain a one-year warranty or manufacturer's standard commercial warranty, whichever is longer, including a one-year workmanship warranty.

• Equipment must be maintainable and supportable for at least five (5) years (Government Re-use Equipment excluded).

• Adherence to standards referenced in Appendix A, including Federal, Military, and Commercial standards, and specific requirements for secure areas (AFSSI 7702, NSTISSAM Tempest/2-95).

• Period of Performance: 90 days after contract award.

• Place of Performance: Columbus AFB, MS.

• Hours of Operation: Routine normal duty hours; work outside normal hours requires coordination.

• Holidays/Down Days: Contractor shall not perform work on federal holidays or site-unique down-days unless authorized.

• Management: Provide a US citizen Project Manager (PM) and designate on-site Site Point of Contact (POC).

• Safety: Comply with all Federal, State, and Base security and safety laws, regulations, policies, and requirements. Suspend work if unsafe conditions are identified until corrected.

• Security: No security clearances required; work performed at UNCLASSIFIED level. Government provides escorts.

• Base Access: Process a Site Visit Request Letter for personnel requiring base access.

• Documentation: Provide As-Built Drawings (CDRL A001), Work Schedule (CDRL A002), Status Reports (CDRL A003), Meeting Minutes (CDRL A004), Cutover and Test Plan (CDRL A005), and Test Report (CDRL A006).

• Deliverables: Include Equipment Catalog Data, Shop Drawings, Face Equipment Drawings, Installation Instructions/Test Procedures, Operations and Maintenance Manuals, and Project Record Documents.

• Labeling: All components to be labeled per Appendix B standards.

• Restoration: Restore all disturbed grounds/base property to original condition or better.

• Project Residue: Dispose of all residues off-base IAW environmental laws and regulations.

• Installation of new Cat-6 cabling, patch panels, and outlet/jacks.

• Re-use of existing wall-mounted COM cabinets for new premise wiring.

• Installation of appropriate horizontal/vertical cable management.

• Installation of cable support hardware (trays, J-hooks, etc.) for cable runs.

• Grounding and bonding of new and existing infrastructure.

• Compliance with specific structured cabling requirements, including plenum-rated Cat-6 compliant cables.

• Labeling of all cabinets, equipment, cables, faceplates, and patch panels according to specified standards.

• Installation of new Cat-6 patch cords for in-use drops and user connections.

• Compliance with current ANSI/TIA telecommunication installation and testing commercial standards and Columbus AFB installation standards.

• All equipment, supplies, and materials must be new and not refurbished.

• Purchased equipment must be maintainable and supportable for at least five (5) years.

• Performance parameters to be tested before cutover.

• Quality Control Plan required, including weekly status reports and spot checks.

• Period of Performance: 90 days after contract award.

• Place of Performance: Columbus AFB, MS.

• Hours of Operation: Normal duty hours, with potential for work outside normal hours coordinated in advance.

• Safety: Compliance with all Federal, State, and Base security and safety laws, regulations, policies, and requirements. Immediate suspension of work if unsafe conditions are identified.

• Management: Provision of a US citizen Project Manager (PM) and on-site Site Point of Contact (POC).

• Security: No security clearances required; work performed at UNCLASSIFIED level. Government provides escorts if needed.

• Base Access: Processing of Site Visit Request Letter for personnel access.

• Warranty: One-year warranty or manufacturer's standard commercial warranty, whichever is longer, including a one-year workmanship warranty.

• Deliverables: Includes As-Built drawings, Work Schedule, Status Reports, Meeting Minutes, Cutover and Test Plan, and Test Report, among others.

• Appendices: Refer to Appendix A for Applicable Documents and Standards, Appendix B for Labeling Standards, and Appendix C for Drawings.

Request for Information (RFI)

This RFI is issued by the 14th Contracting Squadron (14 CONS) for market research purposes to obtain information regarding industry interest and capabilities for a new requirement related to premise wiring at Columbus Air Base (CAFB), Mississippi. This is NOT a solicitation, and the government will not award a contract based on this RFI. Costs incurred in responding are at the vendor's expense.

• The contractor shall provide all necessary equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals for premise wiring.

• Compliance with current ANSI/TIA telecommunication installation and testing commercial standards, and Columbus AFB installation standards is required.

• All equipment, supplies, and materials must be new and not refurbished.

• The scope includes the removal and disposal of any cabling and associated termination material, coordinated with a designated Point of Contact (POC).

• Installation of equipment cabinets/racks, cables (communications, power, grounding), equipment, pathways, wire management, and patch panels must comply with specified standards, including AFSSI 7702 and NSTISSAM Tempest/2-95 for secure areas.

• Contractors must comply with all Federal, State, and Base safety and security laws and regulations.

• Work will be suspended if deemed unsafe.

• No security clearances are required for contractor personnel; work is at the UNCLASSIFIED level. The government will provide escorts.
