This Request for Proposal (RFP) is for Preventive Maintenance (PM) Services for Chillers & Air Handling Units at the U.S. Embassy Islamabad. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Preventive Maintenance (PM) Services for Chillers, Air Handlers, and DHRC (Multistack).

• Services aim to maintain all systems in a safe, reliable, and efficient operating condition.

• Contractor must provide necessary managerial, administrative, and direct labor personnel, transportation, equipment, tools, supplies, and materials.

• Technicians must be trained and qualified.

• Performance standards include chillers being clean and in good operating condition.

• Contractor must provide a recommended inventory list of all expendable parts.

• Disposal of used oil, fuel, battery, and other toxic substances must be handled according to Government and Local law.

• Deliverables include a typewritten report to the Post Facilities Manager, system information, pass/fail test results, comments on system condition, test printouts, and exhaust gas testing.

• Contract Type: Firm Fixed Price.

• Period of Performance: One-year base period, with a maximum of four one-year optional periods.

• Currency: Payable entirely in US Dollars.

• No escalation for cost of materials, equipment, or labor.

• Contract price will not be adjusted due to currency fluctuations.

• Evaluation Criteria: Award will be made to the technically acceptable and responsible offeror. The lowest price will be determined by multiplying offered prices by estimated quantities. Offeror's compliance with RFP terms and contractor responsibility will also be assessed.

• Questions Deadline: March 18, 2026.

• Registration in the SAM (System for Award Management) database is required at the time of proposal submission.

• Repairs are NOT included under this agreement and will be priced separately for Government approval.

• Value Added Tax (VAT) is not applicable in Pakistan.

• Risk Analysis Management (RAM) vetting is required for companies wishing to do business with the U.S. Embassy in Islamabad, Pakistan. This involves a vetting process for key contractor personnel.

This document provides advance notice that the Embassy of the United States in Pakistan will launch a solicitation on SAM.gov for PMS (Preventive Maintenance Services) for Chillers & Air Handling Units. The solicitation is not ready to be issued as of the date of this notice.

• The core requirement is for Preventive Maintenance Services (PMS) for Chillers & Air Handling Units.

• The anticipated performance period is for a base year, with four one-year option periods.
