Scope of Work
This opportunity requires the manufacture and delivery of Barrel Nuts in accordance with Naval Sea Systems Command drawings 803-5959302 item 17 and 803-5959311, with specific amplifications and modifications. The material is designated as critical due to its application in vital shipboard systems.
Key Requirements
- Manufacturing: Barrel Nuts must be manufactured from QQ-N-286 material (form 2, annealed and age hardened). No weld repair is permitted on QQ-N-286. Internal threads must be formed by cutting, not cold forming.
- Quality & Testing: Requires quantitative chemical and mechanical analysis. Certifications are mandatory for specific tests, including Ultrasonic Inspection on starting material (especially for items made from QQ-N-286 with a diameter of 4 inches or greater). Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by one of several specified laboratories.
- Inspection: Threads must be inspected per FED-STD-H28 series. A Certificate of Compliance is required, certifying full adherence to procurement documents and specifications.
- Traceability & Certification: Strict material traceability and certification requirements are in place for Level I/SUBSAFE systems, including unique traceability markings and detailed material certification test reports. Re-certification is required if material properties are altered during fabrication.
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (amplified herein), with calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208 with MIL-STD-45662.
- Security & Access: This requirement involves access to NOFORN and/or Naval Nuclear Propulsion Information. Offerors must download and email a completed security agreement form to the POC to obtain drawings.
- Other: Mercury and mercury-containing compounds are prohibited. Unique Item Identification (UID) is required for items with a Government unit acquisition cost of $5,000 or more. Packaging must comply with MIL-STD-2073.

- Evaluation: Past performance will be considered more important than price. The Government reserves the right to award to other than the lowest-priced offer.
