This solicitation requires the provision of a Muzzle Door Operating Rod in accordance with NAVSEA Drawing 7072614 and all specified liabilities. The material must be QQ-N-286, Form 2, Hot Finished, Annealed and Age Hardened. Key requirements include:
- Quantitative chemical and mechanical analysis.
- Specific testing certifications: Annealing and Age Hardening, Ultrasonic Inspection on starting material (for QQ-N-286 with diameter >= 4 inches).
- Slow Strain Rate Tensile Tests must be performed by one of the specified approved laboratories.
- Thread inspection per FED-STD-H28 series.

Quality & Compliance
The material is classified as Level I/SUBSAFE, necessitating rigorous quality assurance. Contractors must provide and maintain a quality system in accordance with ISO-9001 (amplified herein) with calibration per ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate quality system per MIL-I-45208 with calibration per MIL-STD-45662 is acceptable.
- Traceability: Strict traceability from material to certification test reports is mandatory, with unique traceability numbers marked on the material.

- Certification Data: Certification Data CDRLs must be submitted on or before 20 days prior to scheduled delivery. Portsmouth Naval Shipyard (PNSY) will review/accept within 6 working days. Certification documentation must be submitted via Wide Area Work Flow (WAWF), with specific DODAACs (Ship to N50286, Inspect by N39040, Accept by N39040) and email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material is to be shipped prior to acceptance.
- Drawings: Access to drawings requires a request on the SAM.gov solicitation page and an email to the Primary POC.
