• Quantitative chemical and mechanical analysis.
• Specific testing certifications: Annealing and Age Hardening, Ultrasonic Inspection on starting material (for QQ-N-286 with diameter >= 4 inches).
• Slow Strain Rate Tensile Tests must be performed by one of the specified approved laboratories.
• Thread inspection per FED-STD-H28 series.
• Strict configuration control, including procedures for Waivers/Deviations and Engineering Change Proposals (ECPs).
• Material must be mercury-free.

• This will be a "DO" rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS). The order is issued pursuant to Emergency Acquisition Flexibilities (EAF).

Quality & Compliance

The material is classified as Level I/SUBSAFE, necessitating rigorous quality assurance. Contractors must provide and maintain a quality system in accordance with ISO-9001 (amplified herein) with calibration per ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate quality system per MIL-I-45208 with calibration per MIL-STD-45662 is acceptable.

• Traceability: Strict traceability from material to certification test reports is mandatory, with unique traceability numbers marked on the material.
• Certifications: Chemical and mechanical analysis certifications are required, with specific requirements for re-identification and re-certification if material properties are altered. Electronic signatures are accepted under controlled conditions.
• Inspection: Government Quality Assurance at source is required. Receiving inspection must verify traceability, legibility, and compliance of certification test reports. Final inspection includes material sampling (zero defects for lot acceptance) and 100% inspection of traceability markings and certification data.
• Packaging: Must comply with MIL-STD 2073.

Submission & Evaluation

• Past Performance: NAVSUP WSS Mechanicsburg will consider past performance in the evaluation of offers.
• Certification Data: Certification Data CDRLs must be submitted on or before 20 days prior to scheduled delivery. Portsmouth Naval Shipyard (PNSY) will review/accept within 6 working days. Certification documentation must be submitted via Wide Area Work Flow (WAWF), with specific DODAACs (Ship to N50286, Inspect by N39040, Accept by N39040) and email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material is to be shipped prior to acceptance.
• Drawings: Access to drawings requires a request on the SAM.gov solicitation page and an email to the Primary POC.
