Justification and Approval (J&A) for Brand Name Only Acquisition

This document justifies the sole-source award of Brand Name Only Supply Blanket Purchase Agreements (BPAs) to fulfill the Commander Navy Region Hawaii (CNRH) Regional Boat Maintenance Center's (RBMC) inventory needs for Yamaha Outboard Engines and Parts. The period of performance for these BPAs is five years, from FY22 to FY26.

The acquisition includes various parts for maintenance and new Yamaha Engines for phase and replacement of existing Yamaha engines.

This acquisition is being conducted under the authority of 41 USC 1901(e)(2), as implemented by FAR 13.501(a), for brand name only acquisitions of commercial items.

• Engines: 22 Port Operations boats are configured for Yamaha outboard engines. Replacing them with a different brand would require significant, costly alterations approved by NAVSEA and would severely impact RBMC's standardization efforts, requiring additional diagnostic software, OEM training programs, specialized tooling, and increased parts inventory.
• Parts: Parts purchased for maintenance must be Original Equipment Manufacturer (OEM) Yamaha parts to maintain the warranty status of the existing Yamaha outboard engine inventory. Use of third-party parts would void the warranty.

A sources sought notice was posted on NECO.GOV and SAM.GOV. Three offerors expressed interest, all of whom are authorized Yamaha Outboard Engines Dealers. A search of the SBA Dynamic Small Business Search identified additional potential authorized dealers.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirement for a contractor to provide brand-new Yamaha outboard engines and miscellaneous parts to support the Harbor Security Boats (HSB) and Oil Spill Response Boats. These boats are critical for maritime security, force protection, and daily operations within Pearl Harbor. The acquisition of these specific engines and parts is necessary for maintenance, replacement, and to ensure the operational readiness of the fleet.

• Procure, package, and deliver specified engines and parts to the designated Government location.

• Includes all materials, equipment, and transportation necessary to fulfill the requirements.

• The contractor shall provide a list of specific items including:

  • Spacers
  • Washers (Plate, Wave)
  • Collar Drive Shafts
  • Impellers
  • Water Pump Repair Kits
  • Service Manuals
  • Lower Unit Assemblies
  • Thermostats
  • Yamaha F250 Engines (Regular and Counter Rotation)
  • Power Trim & Tilt units

• Quantities and part numbers are specified in the document.

• Delivery timeframe: within 90 days after the date of award.
