Requested Information
Respondents were asked to submit white papers addressing:
- Company Information: Name, address, point of contact, CAGE Code, facility clearance, and business size (NAICS 541511 or 541512).
- Technical Requirements: Solutions, recommendations, and experience as a prime contractor/full-service systems integrator, based on provided Program Information and Technical Questions (Attachments 2 & 3).
- Program/Contract Management Requirements: Past performance in DoW activities, DCAA audit status, experience with CAS, "nontraditional defense contractor" status, recommended contract types, and outcome-based approaches.
Submission & Access
White papers were due by March 20, 2026, via email to rachel.sullivan.3@us.af.mil and tracey.toombs@us.af.mil or via DoD SAFE. To access restricted attachments, companies must complete the "FA8730-FALCONER-NG Documentation Request and Disclaimer Form" (Attachment 1) and possess a JCP Certificate. Access is granted only to the Data Custodian identified in the JCP Certificate.
Industry Day
A Revolutionary Air Operations Center (AOC) Weapon System Industry Day will be held on Thursday, June 11, 2026, from 0800–1600 at the Hanscom Conference Center, Hanscom Air Force Base, MA. The purpose is to provide program briefings and facilitate Q&A sessions. Attendance is limited to three representatives per organization. Registration requires completing and returning the "Registration Form" (Attachment 6) to AFLCMC.C3CP.PESG@us.af.mil by June 1, 2026.
Key Clarifications
This RFI is not a small business set-aside and is open to large businesses. The anticipated facility clearance level is Top Secret. The Government is considering various acquisition strategies, including potential Other Transaction Agreement (OTA) prototypes for the AI component. A bidder's library, draft evaluation criteria, and a draft DD Form 254 will be provided with the future solicitation. Use of CMMC Level 2 compliant AI platforms is permissible if they meet safeguarding requirements.
