Quick Summary
The Department of the Air Force, Kessel Run Division, issued a Request for Information (RFI) for the Next-Generation Air Operations Center (AOC) Weapon System modernization. This RFI sought innovative approaches and technologies to enhance the AOC's command and control capabilities. The RFI response deadline was March 20, 2026. An Industry Day is scheduled for June 11, 2026, with registration due by June 1, 2026.
Purpose
This RFI was for market research to identify cutting-edge technologies and innovative approaches for modernizing the AOC Weapon System, which is the senior command and control element for Joint Force Air Component Commanders. It was for information and planning purposes only and did not constitute a Request for Proposal.
Requested Information (RFI Responses - Deadline Passed)
Respondents were asked to provide:
- Company Information: Name, address, POC, CAGE Code, facility clearance, business size (NAICS 541511 or 541512).
- Technical Requirements: Solutions, recommendations, and prime contractor experience supporting a weapon system as a full-service systems integrator, based on the Program Information and Statement of Need (Attachment 2) and Technical Questions (Attachment 3).
- Program/Contract Management Requirements: Recent past performance (DoW activities), DCAA audit status, CAS experience, "nontraditional defense contractor" status, recommended contract types/structures, questions to improve RFP responsiveness, outcome-based approaches, recommended OTA structure, effective award vehicles, and contract performance objectives.
Submission Details (RFI Responses - Deadline Passed)
White papers (PDF, 12-point font, <=30 pages) were due by March 20, 2026, via email or DoD SAFE to rachel.sullivan.3@us.af.mil and tracey.toombs@us.af.mil. Access to restricted attachments required completing Attachment 1 and having a JCP Certificate.
Key Clarifications & Future Outlook
- Set-Aside: This RFI was not a small business set-aside and was open to large businesses.
- Acquisition Strategy: The Government is considering various strategies, including potential OTA prototypes for the AI component. A Commercial Solutions Opening (CSO) is not anticipated for non-commercial systems integration.
- Bidder's Library & Evaluation Criteria: A bidder's library and draft evaluation criteria will be provided with the draft and final solicitations to cleared, prospective offerors.
- Facility Clearance: Anticipated Top Secret facility clearance.
- AI Platforms: Use of CMMC Level 2 compliant AI platforms is permissible under specific conditions.
- JCP Certification: Not having JCP certification does not preclude responding to publicly available RFI portions.
