Scope of Position
Program Managers will work closely with OTA leadership and advisors to support the assessment, design, and monitoring, evaluation, and learning (MEL) of technical assistance projects. Key responsibilities include:
- Program Management and Administration: Team support, leadership, project budgeting, and financial monitoring.
- Project Design, Monitoring & Evaluation Support: Coordinating conceptualization and structuring of effective technical assistance projects, liaising with OTA's MEL team, and external evaluation coordination.
- Team Learning and Communication: Facilitating team learning, knowledge sharing (including annual Team Engagement Plan and Communities of Practice), conference planning, technology utilization, and strategic communications.
Qualifications
Candidates must have proven experience managing multiple administrative tasks in demanding, time-sensitive work environments, with experience in foreign assistance in developing/transitional economies, international technical assistance coordination, budget development, and monitoring and evaluation. Required skills include:
- Project Design: Experience in assessing programs, designing impactful interventions, formulating logical frameworks, and establishing M&E goals.
- Resource Management: Ability to determine detailed requirements for funds, workforce, and equipment; experience with budget development and execution.
- Communication: Proficiency in oral and written communication, including translating technical concepts for non-technical audiences.
- Systems Proficiency: Skilled in management tools, software, and information sharing systems like SharePoint.
- Independence and Teamwork: Ability to work independently and as a team member, take initiative, meet deadlines, and be flexible and adaptive.
- Organizational Skills: Excellent time management and organizational abilities.
Additionally, strong interpersonal skills, information management, judgment, analytical abilities, time management under tight deadlines, problem-solving, and negotiation skills are essential. Best qualified candidates will possess subject matter experience in at least one of OTA's five functional areas, international work experience (particularly in developing/emerging markets), familiarity with public financial management, and a Bachelor's degree (Master's preferred).
