Submission & Evaluation
Calls will be issued via SAM.gov and may follow a one-step (proposals) or two-step (white papers followed by proposals) process. White papers will require a Rough Order of Magnitude (ROM) cost. Evaluation will prioritize Gold Standard Science and demonstrable results, technical merits, relationship to DoD missions, cost/price realism, and risk assessments. Specific due dates and times will be determined per call.
Eligibility & Security

- Certifications: Contractors must be registered and certified with the Defense Logistics Agency for export control (DD Form 2345 may be required).

The government may require mitigation plans for identified S&T protection risks. Program security classification is TBD per call, with the highest anticipated level being TS/SCI, requiring a Top Secret facility security clearance and DD Form 254.
