The total estimated program value is $300,000,000.00, with multiple awards anticipated (up to eight awards from eight calls), ranging from $1,000,000.00 to $95,000,000.00 per award. The opportunity is unrestricted, encouraging participation from businesses and educational institutions of all sizes. Foreign participation is not authorized at the prime level. Place of performance for base support is Wright Patterson AFB, OH.

Submission & Evaluation

This is a two-step process for individual calls:

  1. White Paper & Rough Order of Magnitude (ROM) Cost: White papers will be evaluated on their unique/innovative approach, understanding of scope, technical approach soundness, and affordability.
  2. Technical and Cost Proposal: Offerors whose white papers are selected will be invited to submit a full proposal, with technical criteria ranked first and cost/price ranked second. Due dates for white papers and proposals will be determined on a call-by-call basis. Electronic proposals are requested via DoD SAFE and email.

Key Requirements & Notes

  • Security: A Top Secret facility security clearance is required, and contractors will need access to classified information, SIPRNet, intelligence information, and Controlled Unclassified Information (CUI). Program security classification will be TBD per call, with the highest anticipated level being TS/SCI. Call-specific DD254s will be provided.
  • S&T Protection: Offerors must submit a Standard Form (SF) 424, Research and Related Senior/Key Person Profile (Expanded) Form, a Security Program Questionnaire, and a Privacy Act Statement consent form for each Covered Individual. Mitigation plans for identified S&T protection risks may be required. Non-U.S. citizens require written waivers for access to USAF bases, AFRL facilities, or U.S. Government IT networks.
  • Attachments: The Model Contract and Section K have been removed from the BAA and will be provided with each individual Request for Proposal (RFP). Attachments have been renumbered.
  • Deliverables: Contract Data Requirements Lists (CDRLs) will specify required documentation and reporting, including scientific/technical reports, financial reports, and management plans.
  • Eligibility: Offerors must submit a copy of their DD Form 2345, Militarily Critical Technical Data Agreement, if the effort is subject to export control.
