Scope of Work
The awarded BPA(s) will cover the acquisition and delivery of Liquefied Petroleum Gas (Propane) to various storage tanks, some up to 20,000 gallons, located across Edwards AFB, AFRL, and AFP42. Services also include minor supplemental repairs to propane tanks, not exceeding $2,500 per repair, to address issues such as leaks, gauges, relief valves, pressure regulators, vent valves, and fill check valves. Deliveries are generally required within 48 hours of order, Monday through Friday, 0700-1700, excluding federal holidays. Contractors must comply with all federal, state, and local environmental regulations, base security requirements, and ensure drivers possess appropriate licenses and HazMat training.
Contract Details
- Type: Blanket Purchase Agreement (BPA) – multiple awards anticipated.
- Period of Performance: June 1, 2026, through May 31, 2031.

- Individual Call Limit: No single purchase order (call) shall exceed $25,000.00.

- Cybersecurity: Compliance with DoD's CMMC 2.0 framework at Level 1 is required, effective November 10, 2025. Offerors' CMMC status will be verified in the Supplier Performance Risk System (SPRS) module of PIEE.
Submission & Evaluation
Offerors must submit a signed SF 1449 along with a completed Approved Price List, detailing unit prices for propane deliveries and tank repairs. The acquisition will be awarded on a Best Value Basis to the responsible offeror(s) whose proposal(s) are most advantageous to the Government. Evaluation factors include:
- Price: Ranked from lowest to highest.
- Technical Acceptability: Acceptable/Unacceptable based on compliance with BPA Terms and Conditions and solicitation instructions.
- Past Performance: Submission of 1-3 recent (within 5 years) and relevant past performance records. The Government intends to award without interchanges but reserves the right to conduct them.
