Scope of Work
The BPA covers the acquisition of Liquefied Petroleum Gas (Propane) for replenishment of 12 government-owned storage tanks, ranging from 500 to 6,000 gallons, plus a 20,000-gallon Fire Trainer tank. Services also include minimal supplemental repairs to these tanks (up to $2,500 per instance), such as fixing leaks, gauges, and valves. Deliveries are expected to be 1-2 times per week during the cooling season and 2-3 times per fiscal year for the Fire Trainer tank. Contractors must comply with all federal, state, and local environmental laws, base security regulations, and ensure personnel are U.S. citizens or legally authorized to work, proficient in English, and possess appropriate HazMat training.

Submission & Evaluation
Offers are requested as a Request for Quote (RFQ) and must include a signed SF 1449 and a completed Approved Price List (template attached). Evaluation will be based on a Best Value approach considering three factors: 1) Price, 2) Technical Acceptability, and 3) Past Performance. Price will be ranked first, followed by an Acceptable/Unacceptable technical evaluation. Past performance requires 1-3 recent and relevant records. The Government intends to award without interchanges but reserves the right to conduct them.
