• Tank Services: Delivery and installation of ten new above-ground propane tanks, as well as replacement of existing tanks as needed. New tanks must include a standard commercial manufacturer warranty.
• Maintenance: Preventative and on-call maintenance services for all government-owned propane tanks and associated equipment.
• Compliance: All services must comply with OSHA, DOT, NFPA 58, and Air Force safety regulations. Personnel must hold CETP and OSHA 10-Hour or 30-Hour Safety Certifications.

Submission & Evaluation

• Evaluation Factors: Award will be based on a Competitive Performance Price Tradeoff (PPT). Past Performance is approximately equal to Price and significantly more important than Technical Acceptability. Offerors must achieve an "Acceptable" technical rating to be considered for Past Performance and Price evaluation.
• Quotation Structure: Submissions must include three volumes: Technical, Past Performance (using Attachment 6), and Price. Offers must be held firm for 90 calendar days.
• Wage Determination: Offerors must account for the Service Contract Act Wage Determination No. 2015-5659 for Sutter and Yuba Counties, CA.
• Site Visit: A highly encouraged site visit is scheduled for February 5, 2026, at 10:00 AM PST at Beale AFB.
• Questions Due: All questions must be submitted by February 9, 2026, at 10:00 AM PST.
