Quick Summary
The Marine Corps Recruiting Command (MCRC), under the Department of the Navy, is soliciting proposals for Prospect Messaging Licenses. This requirement seeks a commercial off-the-shelf (COTS) information system platform to enable recruiters to engage with prospective applicants and poolees via SMS text messaging. The platform must support up to 40,000 SMS messages per month, comply with PII safeguarding policies, and requires mandatory FedRAMP IL4 authorization prior to quote submission. This is a Total Small Business Set-Aside with proposals due by April 24, 2026.
Scope of Work
The contract is for a firm-fixed price COTS mobile device management capability for SMS text messaging. It involves the purchase of up to 350 software licenses annually for a duration of four years (one base period and three option periods). The system must allow users to customize and automate content and communication, facilitate data collection, and generate leads. Performance will occur throughout the United States and its territories, specifically within the six Marine Corps Districts.
