Scope of Work
The selected contractor will provide comprehensive Protestant Religious Education (PRE) services for elementary school-age children (Grades K-5). Key responsibilities include:
- Coordinating and managing overall PRE program activities, such as Children's Church, Holiday Specials, and Vacation Bible School (VBS).
- Recruiting, training, scheduling, and supervising volunteers for these programs.
- Planning and administering program logistics, including resource forecasting, advertisement creation, and maintaining program files.
- Conducting 52 weekly Children's Church meetings (1 hour each) and 2 Holiday Specials annually.
- Planning and supervising a 3-day VBS program annually.
- Coordinating with the Chapel Staff and Command Chaplain on program updates, needs, and schedules.
- Submitting required reports (Monthly, Annual, After-Action, Complaint, Incident).

Submission Requirements
Interested vendors must submit a written Statement of Capabilities demonstrating their ability to meet the requirements of the attached Draft PWS. Vendors may also provide comments or suggested revisions to the PWS. Only entities that can meet all PWS requirements, have an active SAM registration, and are not on the Excluded Parties List should respond. Submissions must include:
- Point of Contact (name, phone, email)
- Unique Entity ID (UEI)
- Contractor address
- Business size under NAICS 813110
- Intent to subcontract (if applicable)
Special Requirements
- Contractor personnel must undergo background checks (DoDI 1402.05, Public Law 101-647).
- One year of relevant experience in religious education and program coordination is required.
- Proficiency in written/oral communication, planning, organization, and supervision is necessary.
- Compliance with installation protocols (typhoon, security) and privacy act training.
- Contractor personnel must be identifiable. Travel costs are not reimbursable.
