Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Protestant religious education activities and support services for children aboard MCAS Iwakuni.

• Provide comprehensive Protestant Religious Education (PRE) program support for elementary-age children (Grades K-5).

• Coordinate overall management, logistical support, and program activities for PRE ministries.

• Recruit, train, schedule, and supervise volunteers for Children's Church and Vacation Bible School (VBS).

• Conduct 52 weekly Children's Church meetings (1 hour each) and 2 Holiday Specials per year.

• Plan, coordinate, and supervise a 3-day VBS program annually.

• Maintain volunteer rosters, continuity/turnover files, and program records.

• Forecast resources and budget requirements, and submit necessary paperwork for facility scheduling and audiovisual equipment.

• Create and communicate program advertisements and promotions.

• Attend monthly meetings with the Command Chaplain or Chapel Staff to provide program updates and coordinate needs.

• Submit monthly and annual reports, after-action reports for VBS, and incident/complaint reports.

• Accuracy of 100% for all tasks, including Children's Church services, Holiday Specials, VBS, volunteer coordination, planning/administration, and reporting.

• Specific deliverables include 52 Children's Church meetings, 2 Holiday Specials, 1 VBS program, and timely submission of various reports.

• Base Period: March 1, 2026 - February 28, 2027

• Option Period 1: March 1, 2027 - February 28, 2028

• Option Period 2: March 1, 2028 - February 28, 2029

• Place of Performance: Primarily aboard MCASI, within designated chapels or approved facilities.

• Contractor personnel must undergo satisfactory background checks (DoDI 1402.05, Public Law 101-647).

• One year of relevant experience in religious education and program coordination is required.

• Proficiency in written and oral communication, planning, organization, and supervision is necessary.

• Contractor personnel must comply with all installation protocols, including typhoon conditions and security procedures.

• Access to government facilities requires adherence to local policies and procedures.

• Contractor personnel must be readily identifiable and comply with identification requirements.

• Travel costs are not reimbursable.

• Contractor is responsible for any damages to government equipment or facilities due to negligence.

• Compliance with applicable laws, including OSHA and ESOH regulations, is required.

• Coordinate and manage overall PRE program activities, including Children's Church, Holiday Specials, and Vacation Bible School (VBS).

• Recruit, train, schedule, and supervise volunteers for these programs.

• Plan and administer program logistics, including forecasting resources, creating advertisements, and maintaining program files.

• Conduct 52 weekly Children's Church meetings (1 hour each) and 2 Holiday Specials annually.

• Plan and supervise a 3-day VBS program annually.

• Coordinate with the Chapel Staff and Command Chaplain on program updates, needs, and schedules.

• 52 Children's Church services per year.

• 2 Holiday Specials per year.

• 1 3-day VBS program per year.

• Maintain appropriate volunteer-to-child ratios.

• Submit reports as required (Monthly, Annual, After-Action, Complaint, Incident).

• All services must meet an Accuracy Quality Level of 100%.

• Base Period: March 1, 2026 - February 28, 2027

• Option Period 1: March 1, 2027 - February 28, 2028

• Option Period 2: March 1, 2028 - February 28, 2029

• Services will be performed at MCASI, within designated chapels or approved facilities.

• Contractor personnel must undergo background checks (DoDI 1402.05, Public Law 101-647).

• Contractor must comply with installation protocols for typhoon conditions.

• Contractor must adhere to all security procedures for facilities.

• Contractor personnel must be identifiable as such.

• Travel costs are not reimbursable.

• Contractor is responsible for vehicle licensing, registration, insurance, and compliance with road laws in Japan.

• Contractor must comply with privacy act training requirements.

• Services are non-personal services.
