Scope of Work

The contractor will serve as a Musician, Choir Director, and Organist, providing instrumentation for all music associated with worship services (preludes, postludes, congregational singing, offertories, anthems, choral music, service music). Responsibilities include coordinating music selections with the Pastor, developing and enhancing the chapel's music ministry program, and integrating volunteer musicians. The contractor will plan instrumental music for services at the Marine Memorial Chapel (MMC) or other designated locations, and provide recommendations for chapel organ and piano maintenance. Support for specific events like Ash Wednesday, Maundy Thursday, Good Friday, Easter Sunrise, and Christmas Eve services is required, along with musical support for funeral and memorial services.

Key Requirements & Qualifications

Candidates must possess at least five years of current experience as an organist, demonstrated vocal skills, keyboard proficiency, and sight-reading ability. An American Guild of Organists (AGO) certification (basic level), formal organ training, and proficiency in music harmonization are mandatory. The contractor must provide a satisfactory substitute when unable to perform services and ensure all personnel complete a background check and register in the Defense Biometric Identification System (DBIDS). Basic familiarity with religious music and at least two liturgical music resource-publishing companies is also required.

Contract Details

This is a Firm Fixed Price contract with a period of performance consisting of one base year and four (4) twelve-month option periods. Services will primarily be performed at the Marine Memorial Chapel, Marine Corps Base Quantico, VA, specifically for Sunday 1030 Worship Services (estimated 15 Units of Service/Hours). The Service Contract Act (SCA) applies, with the applicable Wage Determination being SCA WD 20154281 (Rev. 29) for Prince William County, VA, under the "Musician" (Occupation Code 31090) labor category. The government will provide access to chapel organs, piano, the Command Religious Program Music Library, and online subscription resources. Keyboards, guitars, and drums are also available in the Chaplain's Office.

Submission & Evaluation

Proposals must be submitted electronically via email to the Contract Specialist and Contracting Officer. Evaluation will be based on Technical Capability and Price, with quotes evaluated from lowest to highest price. Technical capability requires demonstrating how solicitation requirements are met, including manufacturer name, part numbers, period of performance, and delivery schedule. Price quotes must be clear and unambiguous. Past performance will also be considered. Offerors should provide a written description of relevant experience, potentially supported by audition samples, past performance, or references; a formal resume is not required. Additional Notes

The current incumbent is Mr. Robert Duquette. Historical data suggests approximately two to three Funeral/Memorial services annually for active-duty members and their dependents, with Protestant musicians having first refusal for retiree services. Payment terms are NET 30, with invoices submitted via Wide Area Workflow (WAWF). The government reserves the right to make no award.
