Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for services to be provided by a husbanding agent for the NOAA Ship Pisces during its visit to Bridgetown, Barbados.

The NOAA Ship Pisces, a research vessel, will visit Bridgetown, Barbados between June 1, 2026, and September 15, 2026, for approximately 10 days between August 11-29, 2026. The husbanding agent will provide a range of services to support the vessel's operations during this port call.

• Period of Performance: June 1, 2026 – September 15, 2026

• Estimated Port Call Dates: 10 days between August 11 - 29, 2026

• Place of Performance: Bridgetown, Barbados. The specific pier designation will be finalized in consultation with the awarded vendor, but must be in a safe area, ISPS certified, and meet specific security and depth requirements.

• Pilotage: Two (2) transits by a qualified pilot.

• Compulsory Tug: Quote for one tug on standby for inbound arrival and one for outbound departure (if mandated by port).

• Pier Space: Guarantee pier space for the entire duration of the stay, with specific dimensions (350 linear feet, >22 ft water depth, 15ft x 100ft laydown area), 24/7 access, and dedicated use.

• Line Handlers: At least two handlers for arrival and departure.

• Customs and Immigration Support: Coordination for crew entry/exit, aiming for clearance within 1-3 hours.

• Potable Water: Delivery up to 2500 gallons/day via pipeline or truck.

• Bilge Water & Oil Residue Removal: Up to 2700 gallons via truck.

• Medical Assistance: Liaison with local hospitals and transport if needed.

• Sewage (Black/Grey Water) Offload: Up to 3000-4000 gallons/day via pipeline or truck.

• Garbage Services: Approximately 6.2 cubic meter skip/dumpster, emptied as needed (max 7 times).

• Airport Crew Pick-ups and Drop-offs: For up to 30 crew travelers, with fluent English-speaking drivers.

• Linen Service: Wash, fold, and delivery of up to 200 lbs of linens within a 2-day window.

• Air Freight Clearance and Transfer: Support for customs clearance and same-day delivery to the ship.

• Fuel: Port agent to assist with coordination; optional quote for boom and booming ship.

• Pier-Side Security: 24/7 trained security watch standers (approx. 240 hours total) at the gangway, with provided shelter and toilet facilities.

• Fork Lift: With licensed operator, approximately 20 hours usage, capable of lifting up to 5000 lbs.

• Shoreside Crane: With license operator, capable of lifting 15,000 lbs at a 75 ft reach.

• Food Stores: Including produce, dairy, frozen goods, meats, and dry goods, ordered 1 week in advance.

• Ground Transportation: Two 10-passenger vans and one 5-passenger sedan with drivers for specified hours and routes.
