Contract Details
- Type: Firm Fixed-Price purchase order/contract (RFQ).
- Set-Aside: None specified. This procurement is justified as a brand-name requirement under FAR 13.106-1(b)(1) for a single source, limiting competition to vendors capable of providing the specified Mindray equipment and meeting unique qualifications.
- Payment: Made by the American Embassy Windhoek.
- Pricing: All prices are to be submitted in Namibian Dollars (NAD).
- Compliance: Subject to FAR provision 52.229-12 - Tax on Certain Foreign Procurements (FEB2021).
Submission & Evaluation
- Response Due: March 5, 2026, at 17h00 Namibian time (15:00 UTC).
- Submission Method: Electronic submissions are accepted via email to windhoekbidsubmission@state.gov. Emails must not exceed 15 MB; larger submissions require multiple emails. Alternatively, offers may be submitted physically in a sealed envelope to the U.S. Embassy Windhoek, 38 Metje Street, Klein Windhoek, Windhoek, Namibia.
- Required Documents: SF-1449, Section I Pricing, Section 5 Representations and Certifications, additional information as required in Section 3, and Proof of SAM Registration.
- Eligibility: All contractors must be registered in the SAM (System for Award Management) Database (https://www.sam.gov) prior to submitting an offer. Failure to register may deem the offeror's proposal non-responsible.
- Evaluation Criteria: Award will be based on the lowest priced, acceptable, responsible quoter. Acceptability will be determined by compliance with RFQ terms, and responsibility will be analyzed based on FAR 9.1 requirements (financial resources, performance ability, integrity, experience, equipment/facilities).
