Key Requirements & Clarifications
- Shutdown Limitations: Each pipe line shutdown is limited to a maximum of 8 hours, including a 3-hour USDA decontamination period, leaving 5 hours for contractor work. Work must be performed when outside temperatures are above 45°F.
- Site Visit: A site visit for Vault 105 can be scheduled with Brandon Keith (brandon.keith@usda.gov). Other vaults are unavailable until after award.
- Confined Space: Contractors must have a trained and equipped Confined Space program and an established Lock-out/Tag-out (LOTO) program.
- Prevailing Wages: Bidders must adhere to Davis-Bacon Act prevailing wage rates as outlined in Attachment 3 (IA20260003).
- Amendments: Three amendments have been issued. Amendment 1 incorporates FAR 52.222-90 (DEI Discrimination). Amendments 2 and 3 add and update Attachment 5 (Questions from Industry, Revision 1). All amendments must be acknowledged; failure to do so will result in technical unacceptability.
