• Technical Approach: Evaluates the ability to provide a sound and compliant approach, meet schedule requirements, and address any limitations.

• Price: Must be fair and reasonable. Pricing for all line items is required.

• Past Performance: Will be evaluated as acceptable or neutral.

• Size Standard: $45 Million.

• The solicitation does not specify a set-aside.

Statement of Work (SOW)

To replace outdated fueling pedestals and software at the Roman L. Hurska U.S. Meat Animal Research Center (USMARC) to meet the needs of scientists developing scientific information and new technologies.

• Replace two existing fueling pedestals and associated software.

• Install one OPW FSC 3000 Fuel Site Controller or equivalent, compatible with existing Gasboy fuel pumps and MiFARE Tags.

• Install two PV200 Island Card Readers with 48" pedestals, each with a proximity reader and alpha-numeric keypad, providing direct pump control.

• Implement wired communication from the Fuel Site Controller to the local area network.

• Install Phoenix SQL Lite Software on a local computer.

• Transfer existing historical data from the current database to the new database.

• Utilize existing wiring, network connections, fuel pumps, and MiFARE TAGS where possible.

• Remove and dispose of existing pedestal equipment (contractor responsibility).

• Ensure the system is stand-alone with no annual fees or cloud-based dependencies.

• Deliverables are due 90 days after award.

• Contractors must test replaced equipment to ensure operational status and absence of errors.
